In order to be eligible for a non-competitive promotion examination, candidates must be a qualified employee of OMH and have one year of permanent competitive or 55-b / 55-c service as a Facilities Planner 3, G-27, Associate Architect, G-27, Supervisor Plant Operations and Maintenance, M-2, or Director Mental Health Nutritional Services, M-2.
Duties Description The Office of Mental Health (OMH) is recruiting to fill an Assistant Director Capital Operations, M-3, position in the Administrative Support Services Group (ASSG), Bureau of Capital Operations.
This position will provide managerial oversight for the $1 billion OMH Capital Program, including direct supervisory responsibility for up to 8 Facilities Planners.
The incumbent will oversee capital project planning, budgeting, design and construction for 22 psychiatric centers and 2 research institutes located statewide.
Specific duties to be performed may include, but are not limited to, the following :
Chair project status meetings to complete periodic reviews of all capital projects underway with project management staff, OMH facility representatives, the Office of General Services (OGS) and the Dormitory Authority of the State of New York (DASNY) to provide direction and guidance to solve scheduling, finance, and quality control concerns.
Ensure that OMH construction standards and the Agency’s Patient Safety Standards are up-to-date and reflect the current products on the market.
Direct the statewide planning efforts assessing long term capital planning needs for each OMH facility.
Provide input and direction in the capital planning process, direct interaction with DASNY and OGS on project implementation, budget and finance concerns, and the evaluation and response to emergency situations and project requests.
Assist in the completion of the annual Capital Budget and Commitment and Spending Plan to ensure implementation of projects for Joint Commission compliance.
Supervise subordinate staff and consultants. Assign and review work; conduct performance evaluations and probation reports.
