China seeks to re-shape international fishing rules and global standards to its advantage. Over the past decade, China has increased the size of its distant waters fishing fleet and become a leader in the international fishing industry.

In 2016, Chinese distant waters fishing vessels executed 17 million hours of fishing, more than the next 10 countries combined.

China is using its fishing power and influence to achieve domestic and foreign policy goals by pursuing cooperation agreements worldwide, constructing fishing ports and processing facilities, and gaining access to restricted fishing areas through opaque business structures.

The incumbent will serve as an all-source intelligence analyst on the Fisheries and Living Marine Resources Team analyzing Chinese fishing activity, patterns of life, trends, and economic impacts.

The incumbent will also provide insights and early warning to the GCCs, IC, DoD policy / decision makers, foreign partners, and interagency partners on potential flashpoints over marine resources in areas such as the South China Sea, Indian Ocean, and West Africa.

The incumbent may also participate in national and international fishing engagements to include the International Institute of Fisheries Economics and Trade Symposium, the World Fisheries Congress, and the U.

S. Fish and Wildlife Services Marine Resources Conference.

Specific duties include :

Understand and analyze Chinese fishing vessel activity; identify anomalous behavior; evaluate raw intelligence from field resources;

utilize a variety of open source resources

  • Perform research, contribute to predictive analysis and write intelligence assessments;
  • Support U.S. Navy operations, national-level policymakers, and the Intelligence Community in understanding the effects of Chinese fishing on global and U.S. national security
  • Collaborate with analysts across various disciplines, centers and agencies;
  • Advise and brief leadership on emerging fishing and food security issues;
  • Share information with interagency and foreign partners on Chinese fishery issues;
  • Identify information gaps and prepare collection requirements to meet current and anticipated intelligence needs.

Minimum Qualifications Required -Strong analytic and research skills, experience with multiple analytic methods (network, geospatial, temporal, pattern analysis, etc.)

  • Enthusiasm for applying new methods to analytic problems
  • Innovative self- starter with strong critical thinking / analytic skills, including the ability to process large amounts of information, extract relevant intelligence, and distill into high-impact products the ability to identify emerging trends and issues, perform independent research, network with interagency and foreign peers and customers, and write stand-alone or collaborative assessments for the U.

S. Navy and Intelligence Community.

  • Effective interpersonal and oral and written communication skills; ability to work well across organizational boundaries
  • Demonstrated ability to express facts and complex ideas clearly, concisely, and accurately to high-level Community and policy audiences
  • Ability to work broadly across the IC and beyond, including academia and industry
  • Demonstrated success in balancing and prioritizing competing needs and requirements position involves dynamic group facilitation.

  • Previous experience working marine resources / fisheries topics
  • Ability to learn new analytic techniques and integrate these into all-source analysis and production
  • Willingness and desire to travel

Conditions OPEN UNTIL FILLED Work is almost exclusively in an office environment on the ONI compound; however, short deadlines and suspense may require working under stressful environments.

Work is performed in an adequately lighted, heated, and ventilated office. Short duration TDYs may be required.
