Duty Description Mission Statement :
The mission of the National Counterintelligence & Security Center is to lead and support the U.S. Government's counterintelligence (CI) and security activities critical to protecting our nation;
provide CI outreach to U.S. private sector entities at risk of foreign intelligence penetration; and issue public warnings regarding intelligence threats to the U.S.
Major Duties and Responsibilities :
The National Counterintelligence and Security Center (NCSC) Enterprise Threat-Mitigation Directorate (ETD) leads three national mission areas :
The National Insider Threat Task Force, the Intelligence Community's Unauthorized Disclosures Program, and the National Operations Security (OPSEC) Program.
In leading these programs, NCSC / ETD seeks to advance the U.S. Government's (USG's) risk management environment in protecting the nation;
advocate for and serve as trusted mission partners; and underpin the USG's counterintelligence and security activities critical to safeguarding our nation.
The selected candidate will :
Lead efforts to assist USG departments / agencies implementation and program development of the National OPSEC Program (NOP) initiatives, and develop OPSEC capabilities.
Lead a team of professional staff in the implementation and program development of the NOP and OPSEC capabilities. Assess performance, collaborate and oversee goal setting, and provide feedback on personal development.
Lead, plan, and author IC resource strategies, analytical issue papers, strategic evaluations, background papers, talking points, resource issue papers, and / or other analytic products applying extensive subject matter knowledge to support the IC senior leadership in making informed programmatic decisions.
Evaluate the quality of analysis and ensure competitive and alternative analyses are conducted on topics related to assigned missions and requirements.

Minimum Qualifications Required Mandatory Requirements :
Superior representational, oral and written communication skills, including a superior ability to produce clear, logical, and concise products.
Superior organizational and interpersonal skills, including and superior ability to establish and lead IC-wide teams, and effectively and independently coordinate and lead collaborative efforts.
Superior ability to balance responsibilities among program / project activities; superior ability to manage transitions effectively from task to task, adapting to varying customer needs.
Superior ability to assess complex programmatic issues and apply diagnostics to assess risks and implement innovative solutions related to sensitive issues.
Desired Requirements :
Experience with national-level insider threat, OPSEC and NOP is a plus.
Conditions Applicants from federal agencies within the Intelligence Community (IC) may be considered for this position as a reimbursable detailee, if endorsed by the employing agency.
Applicants must have current TS / SCI clearances with polygraph or have the ability to obtain one. The ODNI does not conduct polygraphs or provide security clearances for detailees.
