Investments and improvements through this initiative will help modernize DOHMH’s foundational capabilities and data infrastructure, enabling it to partner in complex health and health care environments and, in turn, support better public health outcomes, including COVID-19.
This initiative supports larger efforts to rebalance investments in public health and more equitably serve communities and populations.
The selected candidate will be an employee of Public Health Solutions, a nonprofit organization which is the fiscal and administrative manager of the grant, but work will be supervised by DOHMH.
This is a grant-funded position ending in November 2027.
The Office of Strategic Operations and Performance Management (SOPM) within the Office of the Chief Operating Officer supports the overarching strategies of DOHMH, to foster organizational alignment with those strategies, and to supplement divisional capacity as needed.
It serves as a resource and partner to DOHMH leadership and other stakeholders for performance measurement & analysis and program planning & coordination.
Job description :
The NYC Health Department has an opening for a Program Analyst within SOPM’s Performance Measurement & Management team. Reporting to the Director of Grant Evaluation, this position will support Agency evaluation, quality improvement and performance measurement & management activities that establish, expand, and sustain public health infrastructure, workforce, and data systems.
Duties :
- Contribute to the design and management of evaluation activities for (1) implementation of infrastructure, workforce, and data systems initiatives under the Public Health Infrastructure Grant and (2) programs coordinated by the Office of Strategic Operations and Performance Management.
- Conduct evaluation data-collection activities, including interviews and focus groups; survey instrument development; pre / post-test of program interventions;
data management & cleaning; qualitative and quantitative data analysis; and / or, report development and other dissemination activities.
- Communicate evaluation results and findings to leadership and stakeholders by developing documents, briefs, and presentations to capture lessons learned and findings.
- Support or, when requested, lead development, implementation, and / or coordination of activities that support agency-wide quality improvement.
- Support other Agency performance measurement and management activities, including : (1) providing technical assistance and guidance to a portfolio of assigned divisions;
2) establishing data-driven, equity-centered performance measurement & management processes; and (3) developing guidance documents and protocols.
Qualifications :
- The ideal candidate for this position must be a pro-active and self-motivated individual with the ability to work independently, in teams and in a highly dynamic environment with multiple stakeholders and timelines.
- BS / MS degree in Public Health, Public Administration, Social Sciences, or a similar field
- At least three years of experience working in program / grant evaluation, quality improvement, performance management / measurement, project management, and / or change management
- Experience with research, including qualitative and quantitative data collection methods
- Experience in synthesizing quantitative and qualitative data and presenting findings and recommendations succinctly
- Excellent communication (verbal & written) and critical thinking skills
- Exceptional interpersonal and team-work skills
- Strong analytical skills and ability to manage and report complex information
- Fluency in Microsoft Office Suite, including Word, Excel, Outlook, PowerPoint, Teams, and Forms
- Salary - $90,000 - $90,000

Additional Information :
- This is a temporary grant-funded position ending in November 2027.
- This is a hybrid position where the individual will be required to come into the Long Island City, NY office at least 3 days a week.
- This individual must reside in the tri-state area (NY, NJ, CT) by their confirmed start date.
- Preference may be given to individuals residing in New York City (5 boroughs) or surrounding New York State counties.
- This individual will be expected to work non-business hours during emergencies.
