OTIs Office of Data Analytics (ODA) works with City agencies and theirdata to help serve New Yorkers more equitably and effectively.

This work takes three main forms : analyzing data to improve Cityagency operations; making Open Datamore accessible to all New Yorkers;

and advancing citywide datainfrastructure integration andsharing.

ODA seeks a Full StackDeveloper Data Engineer responsible for designing developing andmaintaining datadriven applications andsystems.

Work closely with theteam to build scalable and efficient solutions that leverage bothfrontend and backendtechnologies.

TASKS :

Create optimal data pipeline architecture that is coherent andscalable based on best practices of integrating data into aconsolidated repository.

Performthe technical design development and componenttesting.

Build data and analyticstools services and products that manage data metadata or utilizedata pipeline to provide actionable insights into customerengagement and experience operational efficiency and other keybusiness performance metrics.

Build the infrastructure required for optimal extractiontransformation and loading (ETL) of data from a wide variety ofdata sources using SQL cloud and big datatechnologies.

Develop ETLs tomove data securely from source to targetsystems.

Develop new or buildagainst existing APls for data access or landing data as output forfurther downstream consumption in the appropriate target datastore.

MANDATORYSKILLS / EXPERIENCE

8 years of experience in the Java application development andimplementation of large technology projects.

5 years of experience in writingSQL.

Experience in frontend andbackend application development.

Proven experience as a Full Stack Developer withexpertise in Java Spring Boot PythonJavaScript and relatedframeworks (e.g. React Angular Node.jsVue).

Experience with RDBMS(Oracle MySQL PostgreSQL)

Understand basic design principles behind a scalableapplication.

Experience withserviceoriented architecture and RESTful webservices

Knowledge of JSON XMLXSD WSDL JDBC MQ SOAP concepts

Strong problemsolving skills and enjoy learning newtechnologies.

Experience with anagile iterative development process and version control tools suchas Git GitHub Subversion.

Strongunderstanding of data engineering concepts and experience withtools such as SQL NoSQL databases and data processing frameworks(e.g. Apache Spark).

Experiencewith cloud platforms (e.g. AWS Azure GCP) and containerizationtechnologies (e.g. Docker Kubernetes) is aplus.

Experience working on largedatasets data models and fullcycle data pipeline development.

Experience working with AmazonWeb Services or Microsoft Azure cloud computing platform andservices.

Experience developingcloudready applications.

Excellent problemsolving and communicationskills.

Ability to workeffectively in a fastpaced and collaborativeenvironment.

DESIRABLESKILLS / EXPERIENCE :

ETLexperience in development with the suite of tools from InformaticaPowerCenter IBM DataStage and B2B Data Transformation.

Experience using Oracle 12g AWSRDS / MySQL and / or a databaseappliance.

Knowledge of IBMMaster Data Management (MDM)implementation

Knowledge ofmetadatadriven enterprise reportingplatforms.

Prior experienceworking on complex data integrationprojects.
