The Division of Public Health (DPH) is seeking a Project Manager 1 (limited service) to serve as the Public Health Infrastructure Grant Data Modernization Initiative (PHIG-DMI) Lead in the Idaho Division of Public Health.

The position will ensure that an internal DMI assessment coordinates with other elements of the external assessment and complements it to ensure a Division-wide assessment and implementation of modernization activities.

This position will take a lead role in developing a data governance team and implementing its recommendations. The DPH DMI Lead will supervisor one other staff (Data Coordinator) who will support efforts related to the creation and facilitation of a DPH data governance team.

Some telework (2-3 days per week) may be allowed. This position requires significant coordination with Division of Public Health staff, therefore some in-office work hours are preferred.

This is a limited-service position. Length of limited-service appointments are determined by the availability of funds such as grants, alternative funding sources and / or timeframes such as pilot projects, alternative funding sources or program termination.

spouse covered at $10,000; child covered at $5,000) + wellness programs + ongoing training opportunities + an opportunity for student loan forgiveness (+ and more EXAMPLE OF DUTIES : + Lead efforts to establish and govern an enterprise data governance implementation roadmap including strategic priorities for development of information-based capabilities.

  • Roll out a division-wide data governance framework, with a focus on improvement of data quality and the protection of sensitive data through modifications to organization behavior policies and standards, principles, governance metrics, processes, related tools and data architecture.
  • Facilitate the development and implementation of data quality standards, data protection standards and adoption requirements across the division.
  • Define roles and responsibilities related to data governance and ensure clear accountability for stewardship of the company's principal information assets.
  • Co-lead efforts to develop a finalized DMI implementation plan. + Participate in CDC-sponsored DMI calls, workshops, and webinars.
  • Assist in the development of guidelines addressing data visualization and reporting using the department's data platform (Tableau).

Failure to do this may disqualify you from being considered for this position. + Experience planning and implementing projects including coordinating the development of project scope, goals, work plans, timelines, implementation strategies, and measurement processes / methods for assessing progress toward goals and project outcomes.

Typically requires one year of work experience with responsibility for planning and implementing projects. These should be involved projects encompassing aspects of identifying project needs;

identifying resources to use; identifying funding sources; developing goals and strategies to implement goals, and evaluating the outcome of the projects and if the desired outcomes were achieved.

  • Experience interpreting and explaining specialized or complex material into information usable by the public. Typically requires a background where the interpretation of laws, policies, procedures, rules, or similar types of information were analyzed and communicated orally, in writing, graphically and / or on the web in a way that was usable by customers.
  • Experience developing and monitoring contracts. Typically requires one year of experience which included consultant selection, development of the scope of work and man-hour negotiation, and developing and managing schedule.
  • This experience should also include reviewing progress payments; enforcing contract compliance for scope, budget and milestone completion;

and consultant evaluation. Below is preferred experience. It is not required for the position but applicants with this experience may receive consideration over other applicants.

  • Experience providing progress reports to leadership and management.Typically gained by one year of demonstrated work experience or educational experience.
  • Experience defining indicators of performance and quality metrics and ensuring compliance with data related policies, standards, roles and responsibilities, and adoption requirements.
