This position is responsible forexecutive financial leadership and management related to management contractswith Affiliate hospitals in the regional health care network as outlined in themanagement services agreement (MSA).

The position consults with and coordinatesthe Financial Services delivered to the Affiliates and is responsible tocontribute to the growth and profitability of affiliate hospitals byprofessionally consulting with or managing their financial services andactivities.

Participates in strategic planning in conjunction with theaffiliate hospital CEO, Board of Directors, and other members of the RegionalNetwork Team.

Responsibilities include interacting and consulting withauditors, federal and state agencies on cost reports / audits, and businessoffice staff to support the preparation of annual financial and capitalbudgets, related charge entry and patient billing related to revenue cycle andmanagement of account receivables.

Position consults, evaluates, and recommendsaccounting policies / procedures and internal controls, cost reports and taxreturns, vendor contracts / payments, capital purchases supply chain management,obtaining bank loans, charge master reviews and coding reviews.

Positionconsults and recommends information system’s functionality, develops proformasfor new services and ensures compliance with HIPAA and CMS, etc.

The successfulcandidate should have a passion for working with the Affiliates to keep themviable and thriving.

Essential Job Function s

  • Develops, implements, andassists in strengthening the rural health care delivery system by ensuringretention of appropriate care locally through enhancement of financialoperations and improving the clinical quality of care delivery locally andwithin the region.
  • Consult as and serves asrecognized area expert within the rural health care delivery system and toother health care providers regarding healthcare accounting and financialissues.

Ensures the success and credibility of affiliate hospitals through thedelivery of innovative, quality, cost efficient financial programs.

Recommendscomprehensive financial / budgeting programs, including well defined protocols,policies, and procedures.

Develops, maintains financialand budgetary goals / objectives, and assists with the development of affiliateregional business plans which support regional network goals and objectives.

Communicates and coordinates administrative information by Billings Clinicleadership and governing bodies, including feasibilities projects and resultsreporting.

Recommends comprehensive financial / budgeting programs, includingwell defined protocols, policies, procedures. Provides consultation servicesfor the community and health care providers.

Formulates initiatives and leadsthe affiliate hospital CEO and Board Members through strategicfinancial / budgeting planning sessions.

Attends affiliate Board meetings andworks collaboratively with Board Finance Committees. Interacts with bankers toassist in securing bank loans as appropriate.

Serves as liaison betweenBillings Clinic Central Business Office and affiliate sites.

Consults on best practicesrelated to development of operating and capital budgets as well as thelong-range financial planning processes and serves as a role model for theentire region in financial stewardship.

Trends financial results and works withaffiliate and regional teams to develop financial improvement plans. Preparesproformas, does ad hoc reporting and special request.

Partners with affiliateleadership to reviews preparation of financials (GASB and FASB). As requested,interacts with, and assists auditors with annual audited financial statements.

Interacts with federal / state agencies on costs reports as needed. Reviewsannual financial and capital budgets and cost reports and recommends bestpractice including monthly estimates.

Reviews and analyzes tax returns andevaluates internal controls and assists affiliates with responding to auditmanagement letters.

Reviews and evaluates grant compliance.

Monitors and providesrecommendations around job performance for affiliate finance staff, hospitalbusiness office staff, charge entry and patient billing, vendors contracts andpayments, payer payments for compliance and regulatory requirements.

Recommendsbest practices including reviews of charge master, coding, and days in accountsreceivable. Evaluates supply chain management, capital purchases and access toalternative funding for capital as well as establishment of ordering system.

Recommends best practices including GPO contract compliance. Evaluates payrolland human resources rates and hours paid, performs ad hoc productivity analysisand evaluates / reviews workers compensation practices.

Develops, retains, recruits, andleads a talented regional finance team committed to accomplishing the goals andobjectives of Billings Clinic.

Conducts appropriate performance actions toinclude motivation, training, coaching, and counseling of employees. Acts as amentor, promotes and encourages professional growth and development of regionalfinance staff.

Takes responsibility for own professional growth and developmentneeds; meets all system educational requirements.

Demonstrates and encourages anethic of open communication and teamwork with the affiliate sites. Builds anenvironment of shared commitment to the affiliates goals and responsibility toachieve quality outcomes.

Maintains high level of satisfaction within theaffiliate hospital among physicians and employees by providing an environmentconducive to maximum individual and collective productivity.

Provides oversight for affiliatehospital information systems functionality and coordinates and interacts withBillings Clinic Information System Services Department for support.

Participates in evaluating, selecting, and integrating health care technologyand information systems that support financial needs and efficient use ofresources.

  • Participates as a staff memberto the regional affiliate Board of Directors and Finance Committees.
  • Performs all other duties asassigned to meet the needs of the regional affiliates, departments, servicelines and organization.
  • Identifies needs and sets goalsfor own growth and development; meets all mandatory organizational anddepartmental requirements relevant to job performance.
  • Supports and models behaviorsconsistent with Billings Clinic’s mission, vision, values, code of businessconduct and service expectations.

Meets all mandatory organizational anddepartmental requirements. Maintains competency in all organizational, departmentaland outside agency standards as it relates to the environment, employee,patient safety or job performance.

Performs all other duties asassigned or as needed to meet the needs of the department / organization.

Minimum Qualifications

Education

  • Minimum Four (4) Year / Bachelor’sDegree in Business or healthcare administration and / or Certified PublicAccountant
  • Preferred - Graduate Degree / Master’sdegree in business or healthcare administration and / or Certified PublicAccountant

Experience

Minimum of eight (8) years executive financial management and health care experience preferably in critical access hospitals and rural networks within health systems.

Certifications

Certified Public Accountant (CPA) Required - At hire

Or an equivalent combination of education and experience relating to the above tasks, knowledge, skills and abilities will be considered.
