Duties
As a Public Utilities Specialist , you will :
- Serve as a Project Manager responsible for directly managing projects in support of BPA.
- Determine appropriate products or services with sponsors or stakeholders to define project scope, requirements, and deliverables.
- Develop, modify or provide input to project plans.
- Monitor project activities and resources to mitigate risk.
- Provide expert advice, counsel, and guidance to BPA staff and management on all aspects of projects managed.
- Monitor contractor performance and provide oversight of contractor activities to assure contractors are executing the project plans on time, within budget, and with satisfactory quality.
- Represent Portfolio Delivery and the BPA in conferences and meetings with other agencies, State and local authorities, private industry and public groups in efforts to obtain all viewpoints regarding proposed projects.

Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS :
A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) in the Federal service.
Specialized experience for this position is defined as : Experience in building relationships through project management initiatives that affect multiple offices to provide guidance, address conflicts, and successfully negotiate project implementation.
- Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include : volunteer work done through National Service programs (such as Peace Corps and AmeriCorps);
- as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills;
and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You will be evaluated for this job based on how well you meet the qualifications above.
