Job Summary

Under the direct supervision and general direction of the Associate Vice Chancellor for Campus Design & Construction and in close collaboration and direction by the Designated Campus Building Official (DCBO), the Sr.

Program Manager is accountable for the management of UCSF's seismic compliance program.

This work involves managing and oversight of UCSF's seismic compliance program for all of UCSF's owned and leased buildings, ensuring adherence to UC seismic safety policy.

The position requires collaboration with the Seismic Review Committee (SRC), DCBO, Capital Planning, and Campus Architect.

The position also includes overseeing contracts with the SRC (which comprises five professional engineers), managing contract renewals, amendments, invoice reviews, and attending monthly SRC meetings.

The Sr. Program Manager will be responsible for projecting the annual and long-term costs associated with UCSF's seismic program, including securing annual funding in the ten-year capital plan.

This will require engaging with Campus Planning and Budget Office to understand the long range development plans for the various campuses and incorporating the information into the capital plan.

Additionally, the program manager develops strategies to address emerging seismic compliance challenges and opportunities, stay informed about changes in seismic regulations and standards, and implement necessary adjustments to UCSF's compliance program.

They will collect and prepare multiple seismic reports for all of UCSF's owned and leased buildings. This includes Seismic planning presentations to the Real Estate Leadership Team.

Additionally, the candidate is responsible for maintaining and organizing the SRC shared files folder.

Responsibilities include :

  • Developing and maintaining UCSF Health and Campus seismic policy compliance for UCOP.
  • Preparing and presenting seismic compliance reports to leadership.
  • Managing seismic performance rating studies and the SRC meetings.
  • Coordinating seismic compliance studies and project design reviews.
  • Maintaining a building performance database for post-earthquake assessments.
  • Overseeing structural and seismic criteria for buildings and managing the seismic program budget.
  • Support UCSF DCBO interactions with SRC Chair and attend weekly meetings.
  • Respond to inquiries from project managers and UCSF Real Estate agents regarding seismic issues and processes.
  • Address questions related to large capital projects involving SRC design review services.

This includes selecting and collaborating with professional engineers, coordinating their activities with other program participants, monitoring progress and budget, resolving issues that arise, and liaising with state agency officials to ensure compliance.

The incumbent is primarily responsible for effective communication with project stakeholders about the seismic program, budget, and schedule.

They will also manage document control, including filing, updating, and distributing all seismic-related reports and studies.

Additionally, the incumbent may serve as a liaison between UCSF and UCOP regarding seismic ratings and compliance with UC policies, in collaboration with Campus Planning and / or the Designated Campus Building Official.

The final salary and offer components are subject to additional approvals based on UC policy.

Your placement within the salary range is dependent on a number of factors including your work experience and internal equity within this position classification at UCSF.

For positions that are represented by a labor union, placement within the salary range will be guided by the rules in the collective bargaining agreement.

The salary range for this position is $124,400 - $291,600 (Annual Rate).

Department Description

The organization of UCSF Real Estate is focused on the development, planning, delivery, and management ofphysical space for UCSF.

Key responsibilities include a unified approach to oversee the active UCSF growth planned on a multi-site campus and to manage the complex metropolitan environments affecting capitalassets andprojects and efforts to align municipal challenges with maximum effectiveness in support of the UCSF mission.

UCSF Real Estate is an integrated unit that enables the alignment of development, planning, design, construction, and management of facilities and a lease portfolio of 1M square feet across UCSF.

Services are provided through the following departments : Building Permit Services, Campus Design and Construction, Campus Planning, Construction Contract Administration, Health Design and Construction, Health Major Capital Projects, Real Estate Services, Benioff Children's Hospital Oakland Capital Program Management and support through Business Intelligence, and Finance, Administration and Operations.

The UCSF Campus Design & Construction department is responsible for providing comprehensive capital project delivery services to the research, academic, administrative, campus life services units on the Parnassus, Mt Zion, ZSFG (Zuckerberg San Francisco General), Mission Center, Mission Bay, campuses including leased properties and satellite locations in San Francisco and throughout the greater Bay Area and Fresno.

Project types include new "ground up" buildings, seismic upgrades of existing buildings, major infrastructure & technology upgrades, major facilities investment and deferred maintenance programs, renovations and upgrades of existing labs, offices, education space, student and faculty housing facilities, and full floor renovations.

The team is responsible and accountable for ensuring projects are delivered in accordance with all project objectives, including cost, scope, and schedule, remain compliant with all public contract codes, UCOP, and UCSF policies, and satisfy the customer requirements.

The team serves as the focal point of Campus capital project delivery and relies deeply on close partnerships within real estate and a wide variety of additional stakeholders across UCSF to provide a comprehensive solution for capital project and program delivery services.

The combined UCSF Campus and Health organizations include approximately 150 UCSF and 58 contract personnel; operating / recharge budgets of more than $52.

2M per year; current year capital project expenditures of $900M; and oversight and responsibility for >

$12B long-range capital development.

Required Qualifications

Bachelor's degree in engineering, construction management, architecture or in a related field and eight (8) years of experience in managing all phases of capital projects;

or an equivalent combination of education and experience.

  • Five (5) years of experience in structural engineering or a seismic compliance program
  • Expert knowledge of federal, state, and local laws and regulations governing planning, building design, and construction.
  • Expert knowledge of building and construction, design, construction contract types, and California Building Codes, including advanced understanding of industry practices or deep expertise in a highly specialized and critical discipline related to seismic and structural systems.
  • Expert skill in building, maintaining, and nurturing strong professional relationships.
  • Expert project management skills to effectively manage highly complex, multiphase projects or specialized critical project components within an occupied academic medical center.
  • Expert financial skills to prepare, monitor, and manage detailed project budgets, evaluate cost estimates, and review and approve payment requests.
  • Expert skill in advising and consulting with senior leaders, interdisciplinary stakeholders, and design professionals.
  • Expert skill in promoting, advancing, and implementing programs within the area of expertise.
  • Expert analytical, organizational, and problem recognition / avoidance / resolution skills.
  • Expert written, verbal, and interpersonal communication skills, including highly effective negotiation skills and highly developed political acumen.

Preferred Qualifications

  • License to practice in at least one of the following professions : architecture, engineering.
  • California Professional License in Structural or Civil Engineering Advanced ability to manage contractors and maintain compliance with the agreed-upon scope of work and budget.
  • Construction or project management certification from a relevant organization.
  • Experience Using Primavera Unifier and P6 Scheduling Software.
  • University, Research Laboratory, or Medical Center experience.
  • Experience leading multi-discipline project groups on large complex projects or programs.
