The Position

Incumbent works under the direction of a Division Chief or designee, and is accountable for the coordination and direction of the Sexually Transmitted Disease (STD) Control Section.

The incumbent leads staff in the STD Control Section in documenting and analyzing infection patterns while promoting education of individuals regarding communicable diseases and assisting affected individuals in locating appropriate resources and treatment.

Incumbent supervises activities of assigned staff and ensures adherence to applicable policies and procedures.

Essential Functions

  • Oversee communicable disease control activities of assigned staff ensuring section goals are achieved.
  • Direct, monitor, and participate in investigation procedures for reported STDs by obtaining information from regular contact with health care providers, medical laboratories, and other resources.
  • Maintain and analyze database of reported STD cases utilizing data for various reports (e.g., morbidity, trends, outbreaks, etc.

and plans for disease control activities.

  • Maintain an effective relationship with state and federal health departments as well as community groups and medical facilities to enhance program efficiency and develop innovative disease prevention activities.
  • Ensure staff are providing quality, efficient and legally compliant services when testing for disease and reporting results.
  • Consult with Health Department resources to develop and implement procedures for investigating and controlling STDs including investigating, testing, treatment, and education programs.
  • Establish and maintain effective working relationships with clients, supervisors, County employees, elected officials, attorneys, law enforcement, judges, other agencies, and the general public.
  • Comply with Civil Service policies and regulations, collective bargaining agreements, county policies, and laws to create a cooperative, safe, respectful and quality work environment.
  • Supervise assigned staff, providing training, monitoring and reviewing work load as well as providing assistance as needed.
  • Perform management administrative responsibilities (e.g., performance appraisals, orientation, disciplinary recommendations, scheduling, etc.) for assigned employees.
  • Promote a safe working environment for all employees through various activities (e.g., education, review of safety policies, enforcement of safety procedures, etc.)
  • Prepare and present budget recommendations while managing expenses within established budget.
  • Ensure required reporting is completed based on established timeframes based on agency and grant requirements.
  • Provide appropriate information for the media to the Public Information Officer (PIO) and Health Director and act as media contact if requested by the Health Director.
  • Serve on various intradepartmental and community boards and committees as approved by the Health Director.
  • Give presentations to area organizations about infectious diseases and control methods as requested.
  • Develop goals, policies, and procedures for the Section and assist in the development of departmental goals, policies, and procedures.
  • Conduct preliminary contract discussions for subcontracted services as well as monitor work to ensure contract terms are met.
  • Maintain a current knowledge of trends and developments in job-related skills and techniques.
  • Research potential grants; working with appropriate internal resources to obtain required information for application submission.
  • Implement awarded grant, providing required reporting and other information as specified.
  • Review revenues, expenditures and invoicing to ensure proper billing for grants and contracts.
  • Perform the duties of subordinate staff as needed to ensure coverage and essential services are provided.
  • Participate in emergency response and preparedness planning and training and respond as directed in a public health emergency.
  • Perform other related duties as assigned.
  • Report to work with regular, predictable, and consistent attendance.

Education and Work Experience and Other Requirements

Master's degree* from an accredited college or university in Public Health, Biological Sciences (such as Biology or Microbiology, etc.

or a directly related field (such as Epidemiology) required.

Five (5) years of public health experience in communicable disease control, including one year supervisory experience required.

Experience in current clinical laboratory testing and procedures preferred.

Certification in Public Health (CPH) credential preferred.

Must possess and maintain a valid driver's license and own mode of transportation at the time of hire and throughout the course of employment.

Applicants lacking a Master's Degree may substitute approved work experience beyond the required five years on a year-for-year basis.

Physical Requirements & Working Conditions

Work is performed indoors in an office setting and occasionally on site at testing locations throughout the county. Noise level is usually moderate.

Work may be stressful when dealing with multiple priorities and time constraints. Incumbents may encounter uncooperative or irate persons while performing duties.

Duties also require the ability to tolerate a work environment that includes occasional contact with or exposure to offensive odors, blood borne pathogens, other body fluids, and infectious materials.

Work requires physical activity including extended periods of walking and standing with occasional climbing, reaching, carrying, balancing, kneeling, crouching and bending.

An incumbent must have the ability to transport themselves to and from various locations throughout the County, have the agility, balance and strength to maneuver over rough terrain, around various obstacles and to access property and construction sites on foot.

An incumbent must have the ability to frequently lift and / or carry equipment, files, and other materials weighing up to 10 pounds and to occasionally up to 25 pounds.

Required sensory abilities include vision, hearing and touch. Visual abilities, correctable to normal ranges, include close, distance and color vision, depth perception, and the ability to adjust focus.

Communication abilities include the ability to talk and hear within normal ranges.
