Summary

The hiring salary range for this position is $3,986.84 - $4,981.34 / semi-monthly or $7,973.68 - $9,962.68 / month depending on qualifications.

This effort will cut climate pollution from Denver's built environment by 70% by 2050, boost public health, spark local innovation, and supercharge the economy.

Our approach is community-centered and equity-driven, focusing on low-income and disadvantaged neighborhoods to ensure that everyone benefits from clean technology.

Decarbonize DRCOG will :

  • Perform whole home retrofits in low-income communities,
  • Provide energy advising services and electrification-oriented rebates and incentives to home and business owners,
  • Support workforce and industry development,
  • Execute a mass market marketing and community engagement campaign, and
  • Work with local governments to accelerate adoption of ambitious policies.

The Decarbonize DRCOG Program Manager (Workforce & Industry Development) will be responsible for shaping the Green Workforce and Contractor Navigation Hubs and the Renewable Access Programs as well as, personnel, and financial management.

First year priorities are to build out these three programs; issue RFPs and select vendors to implement the broad array of programming;

and ensure meaningful community and workforce industry engagement throughout. Subsequent years will continue to focus on program and process improvement and growth in workforce partnerships and participation.

Description of Work

This class specification represents only the core areas of responsibilities; specific position assignments will vary depending on the needs of the Division.

Directs staff by prioritizing and assigning work; conducting performance evaluations; ensuring staff is trained; ensuring that employees follow policies and procedures;

maintaining a healthy and safe working environment; and making hiring, termination, and disciplinary recommendations.

Directs the development, implementation, and assessment of strategic initiatives aligned with division objectives, and plans of an organizational-wide function or multiple functions;

coordinates activities between multiple teams or functions.

Oversees the operation and activities of an organizational-wide function or multiple functions which include program and project development, evaluation, and reporting;

research and outreach activities; and compliance with policies, standards, and regulations.

  • Develops and oversees multiple budgets; contracting functions; allocates resources; monitors and controls expenditures.
  • Develops and maintains internal and external relationships; participates in a variety of meetings, committees, or related groups to communicate information regarding services, programs, areas of opportunity, and other information;

represents assigned area on committees and advocacy groups.

  • Reviews and approves a variety of records, reports, contracts or other documents; makes decisions or provides recommendations based on findings;
  • Serves as an advisor to the organization's executive team.
  • Performs other duties of a similar nature and level as assigned.
  • Develops and leads the strategy for the workforce and industry development initiatives within the building decarbonization program.

Responsibilities include program development, evaluation, reporting, research, and outreach activities to ensure compliance with policies, standards, and regulations.

  • Consult with regional education programs, workforce development agencies, apprenticeship programs, contractors, and various industry representatives to identify gaps and needs of the workforce as it pertains to building decarbonization;
  • Oversee and track job seeker employment and training outcomes, business, and community partner relationships.
  • Communicates with representatives of various local, state and federal agencies, community and business organizations, the public, and other stakeholders in a professional and clear manner.
  • Builds rapport with community organizations, educational institutions, workforce agencies, labor unions, and employers to identify gaps and strategize on ways to support workforce and industry development for the building decarbonization program.
  • Works in conjunction with the building decarbonization program staff to develop synergies that foster collaborative solutions between initiatives;
  • Fosters an atmosphere of innovation to challenge the organization to think creatively, especially as it relates to positive citizen and customer experience opportunities.
  • Various levels of supervision between DRCOG Staff, Vendors, and Contracts will be required;

Education and Experience

Bachelor's degree, a minimum of 5 years of workforce development, contract management, project management and three years supervisory experience.

OR An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.

Project Management Professional (PMP) Certification (desirable but not required)
