General Engineer

BB&E team members provide Environmental Consulting, Facilities Engineering and Program / Project Management Services to Federal and private sectors.
Position Summary
BB&E is seeking a dynamic and detail-oriented General Engineer to join our team, providing technical support and facilities planning in support of the Facility Design & Construction Standards and Practices (FDCSP) program at the Air Force Civil Engineer Center (AFCEC), located at Joint Base San Antonio (JBSA)-Lackland, TX.
The Facility Design & Construction Standards and Practices Program (FDCSP) encompasses, but is not limited to, the Standard Design Program, DAF Design Award Program, IHS Markit Program, SpecsIntact Program, Interagency Coastal Resilience Working Group, Aviation Discipline Working Group (DWG), and the Specifications DWG.
Job Duties & Responsibilities
- Provide technical support and facilities planning in support of the FDCSP program, to include FDCSP knowledge management, assisting in development, update, and coordination of Unified Facilities Criteria (UFC) / Facilities Criteria (FC), Unified Facilities Guide Specifications (UFGS), Department of Air Force Instruction (DAFI) / Air Force Instruction (AFI), Installation Facilities Standards (IFS), Air Force Pamphlet (AFP), Air Force Handbook (AFH), Department of the Air Force Manual (DAFMAN), playbooks, and Task Order design and construction guidance
- Provide ongoing support of evaluating, documenting, and troubleshooting technical problems for installations as required
- Update FDCSP community websites
- Consolidate, track and respond to comments received from other organizations
- Provide support for facility project programming documents including scope verification / refinement, cost estimate reviews, editing / drafting revised documents
- Study commercially available and emerging technologies as alternate solutions to conventional engineering design and construction practices;
study will cover cost, performance, applicability of methods, and development of initial methodologies
- Assist in preparation and delivery of presentations at training programs and courses in FDCSP subject area of expertise
- Assist in documenting program files, organizing files and providing administrative support, such as updating and maintaining technical support resources in CE DASH
- Provide 60-70 professional design reviews / assessments annually
- Perform 40-50 technical reviews of planning & design documents of FSRM & MILCON projects annually
- Review 40-50 documents annually
- Perform 10-15 annual site visits
- Assist with response, coordination, documentation and recommended responses of 100-125 CE DASH requests and 50-100 CCR submissions annually
Key Qualifications
- U.S. Citizenship and the ability to obtain / maintain a NACI / CAC is required
- Knowledge :
- FDCSP knowledge management
- In-depth knowledge of federal, state, and / or local regulations and statutes, Department of the Air Force and Department of Defense (DoD) regulations
- Demonstrated technical expertise for criteria development and review including Engineering Technical Letters; UFC; UFGS;
and AFI, pamphlets and handbooks
- Strong Communication Skills : Excellent verbal and written communication skills, with the ability to effectively convey complex technical concepts to diverse audiences
- Software : Proficiency using MS Office software including Excel, Word, and PowerPoint
- Self-Starter : Highly motivated, with the ability to manage multiple tasks and deadlines autonomously
Experience & Education
- Experience : Minimum of 10 years' experience overseeing :
- Development of Scope of Work (SOW) and funding documents in support of the DoD Tri-Service Criteria Program
- Development of technical specifications, design and construction documents, and operating instructions
- Application of building codes and DoD criteria governing the design and construction
- Education : Accredited Associates degree or higher in Engineering or Architecture field is required; R.A. or P.E. license is preferred
Physical Requirements
- Ability to stand / walk / climb / kneel / crouch and remain in a stationary position / sit at least 60% of the time
- Ability to operate office equipment, including computer, copy machine, phone, etc.
- Ability to use hands to finger, handle or feel objects or controls; reach with hands and arms
- Capable of lifting up to 10 lbs.
- Ability to see details of objects that are less than a few feet away
- Ability to understand the speech of another person, speak clearly so listeners can understand, and talk or hear both in person and by telephone
