Under the general supervision of the Vice President of Direct Clinical Services, the Director of Outpatient Direct Clinical Services provides managerial oversight of all clinical operations for DWIHN including the development, implementation, and oversight of direct service clinics and the clinical and outpatient programming provided by direct service clinics.

PRINCIPAL DUTIES AND RESPONSIBILITIES :

  • Provides managerial oversight for all clinical operations for DWIHN.
  • Provides managerial oversight of the Certified Community Behavioral Health Clinic (CCBHC) and Integrated Behavioral Healthcare clinics.
  • Assists with the creation and implementation of the clinic’s policies and procedures.
  • Supervises the day-to-day management of the clinic.
  • Assists with budgetary oversight.
  • Implements and monitors personnel policies.
  • Manages the clinic’s programs.
  • Directs and coordinates medical activities and activities related to member care.
  • Assesses current mental health programs, restructures existing programs, or develops new programs.
  • Develops and maintains written objectives, policies and procedures, and an organizational plan.
  • Supervises the quality assurance program.
  • Oversees project planning for the creation of CCBHC.
  • Oversees the patient-centered treatment planning or similar processes, including risk assessment and crisis planning for DWIHN direct service clinics.
  • Oversees psychiatric rehabilitation services for DWIHN direct service clinics.
  • Ensures that the behavioral and pharmacologic approaches to treatment are evidence-based or based on promising practices to provide treatment services consistent with recognized treatment principles and practices for each level of care and type of member served by the facility.
  • Provides direct clinical supervision.
  • Ensures that behavioral health services are provided as specified in treatment plans and that they are coordinated with other care services.
  • Ensures that the assessment, diagnosis, and treatment of individuals with co-occurring disorders are provided by appropriately trained and qualified clinical staff and that the clinical supervision of such staff is provided.
  • Assesses and participates in staff education activities and provides consultation to facility personnel.
  • Participates in the identification of quality care indicators and outcome objectives and the collection and review of data to monitor staff and program performance.
  • Ensures the proper review and assignment of members for psychotherapy and treatment.
  • Monitors the individualized care of members from initial diagnosis through treatment and follow-up services.
  • Performs the following Human Resource functions : hiring, supervision, evaluation, and scheduling.
  • Provides clinical training to clinical staff and interns.
  • Maintains medical and other records and ensures that they are kept in accordance with the outlined procedures and state and federal laws.
  • Supervises behavioral health staff training and development.
  • Develops policies and procedures related to the assessment, treatment, and level of care determination for members.
  • Assists and advises clinical staff in total member care management.
  • Participates in the Quality Improvement Program Plan.
  • Develops and coordinates educational and / or rehabilitative programs for identified special target populations.
  • Assists in grant related activities.
  • Monitors compliance with legal guidelines, internal policies, and quality standards.
  • Ensures that all medical records and other care-related documents are appropriately maintained.
  • Schedules and conducts multidisciplinary staff meetings.
  • Supervises referrals (based on assessments) to the most appropriate programs and agencies to help members access the appropriate level of care to best meet their treatment needs.
  • Performs related duties as assigned.

  • Knowledge of Federal policies, rules, regulations and procedures as it relates to DWIHN.
  • Knowledge of Behavioral Healthcare management principles and practices.
  • Knowledge of MHWIN.
  • Knowledge of the LOCUS model.
  • Knowledge of the creation, implementation, and oversight of direct care clinics.
  • Knowledge of oversight of clinical operations for a large behavioral health operation.
  • Knowledge of the clinical care process (screening, assessment, treatment planning, case management, and continuing care).
  • Knowledge of and ability to use screening and assessment tools for behavioral health services.
  • Knowledge of the continuum of care for persons diagnosed with mental illness, substance use, and serious emotional disturbance.
  • Knowledge of the adult outpatient services model : Co-Occurring services, Targeted Case Management, ACT, Evidence Based Supported Employment, Specialized Residential and Med Drop services.
  • Knowledge of Assisted Outpatient Treatment (AOT) and Not Guilty by Reason of Insanity (NGRI) court orders.
  • Knowledge of the children outpatient service model : Home Based, Child Outpatient, MichiCANS, CAFAS, PECFAS, Early Childhood Infant Mental Health services.
  • Knowledge of Utilization Management practices and principles.
  • Knowledge of managed care practices and principles.
  • Knowledge ICD 10, CPT, DSM V or most current diagnostic edition.
  • Knowledge of Evidence Based Practices for the behavioral health field.
  • Knowledge of and ability to use treatment planning, case management and continuing care for behavioral health services.
  • Knowledge of Medicaid, local, regional and national codes, laws and regulations.
  • Knowledge of medical and behavioral health practices and terminology.
  • Knowledge of compliance standards.
  • Knowledge of Medical Necessity Criteria for Behavioral Health Services.
  • Knowledge of the American Society of Addiction Medicine Patient Placement Criteria (ASAM).
  • Knowledge of the Federal Confidentiality Regulations, 42 CFR, Part 2.
  • Knowledge of Medicaid / Block Grant eligibility requirements.
  • Knowledge of documents / regulations that govern the provision of mental health services, e.g., Medicaid Manual Mental Health and Substance Abuse Chapter III, State Plan for Medicaid, Michigan Department of Health and Human Services Quality Plan, BBA requirements and the Mental Health Code.
  • Knowledge of the Code of Federal Regulations, Balanced Budget Act, Bureaus of Adult and Licensing rules, DWIHN divisions.
  • Knowledge of the practices and principles of psychological, emotional, and sociological assessment and diagnosis.
  • Knowledge of crisis training and experience in de-escalation, i.e., suicide prevention, development of crisis plans, trauma informed care, etc.
  • Knowledge of diagnostics, psychopharmacology, and supportive treatment approaches as applied to a severely mentally ill (SMI) adult population.
  • Knowledge of the identification and treatment of co-occurring mental health and substance use disorders.
  • Knowledge of regulatory and industry best practice standards.
  • Knowledge of Community Mental Health Services Programs (CMHSP) and Prepaid Inpatient Health Plans (PIHP)
  • Knowledge of NCQA requirements and the accreditation process.
  • Knowledge of Integrated Care methodology, practice, and implementation.

REQUIRED EDUCATION :

A Master’s Degree from a recognized college or university in the Human Services, the Social Services, Psychology, Counseling, Social Work, or a related field.

REQUIRED EXPERIENCE :

Four (4) years of professional clinical experience in a behavioral healthcare or mental health setting.

At least three (3) years of experience as an executive, manager, administrator or supervisor in a behavioral healthcare or mental health setting.

REQUIRED LICENSE(S).

A Valid State of Michigan clinical licensure : LMSW, LMHC, LPC, LLP or PhD.

A valid State of Michigan Driver’s License with a safe and acceptable driving record.

WORKING CONDITIONS :

Work is usually performed in an office setting but requires the employee to drive to different sites throughout Wayne County and the State of Michigan.
