Project Controls Manager

Brief Description of Work :

Under the direction of the Director - Capital Programs Management Office, this position is responsible for providing project controls support for JTA projects implemented within the Authority’s System Development Division.

The position leads the project control activities for a team of Project Controls Specialist professionals within the Capital Programs Management Office.

The position is responsible for all aspects of project and cost controls support for a variety of JTA professional services, Program Management Information Software, construction, and services projects.

Essential Function(s) :

Manages and oversees project controls for Authority capital projects.

Responsible for cost control, earned value management, monitoring budgets, project scheduling, cost estimating, quality reviews, change management, planning, forecasting, reporting progress and performance, and project funding.

Compiles, analyzes, and reports project cost and schedule to project and program managers.

Track project deliverable & monitor physical percent complete.

Monitors complete financial cycle such as vendor purchase orders, client cost proposals, change orders and invoices, and work with project managers to facilitate approvals.

Provides input to and assists with preparation of annual budget and five-year plan.

Prepares and maintains reports to track project finances against budgets.

Monitors staff time charged to projects and reviews against established budgets.

Conducts internal audits to review accuracy, quality and completeness of database records and documents.

Ensures project documentation, correspondence and records are stored in accordance with department needs and applicable regulations, laws and funding requirements.

Minimum Qualifications :

Bachelor’s Degree in Financial Management, Business Administration, Project Management, or closely related field and a minimum of five years progressive relatable experience.

An equivalent combination of ten years experience and training may substitute for a degree.

Preferred Qualifications :

Related experience in the transportation industry and knowledge of or use of a Project Management Information Software.

Knowledge of project planning, development, design, engineering and construction management methods, practices and principles relating to highway, building, transit and bridge construction.

Knowledge of grant funding and award requirements.

Possess scope control and change management proven knowledge.

Certification in Cost Control CCC / CCE or Scheduling (PSP) is an advantage.

Working Knowledge of Primavera P6 or Microsoft Project.

Familiarity with ProCore project management software.

Basic experience and understanding of estimating and benchmarking.

Proficient with Microsoft Office Suite, including Excel and PowerPoint

Knowledge regarding testing of materials and inspection process.

Advanced proficiency in the operation of a personal computer.

Ability to clearly communicate with contractors and consultants. Ability to work in a high-pressure environment.

Work Environment / Physical Demands :

The Project Controls Manager is an in-office position requiring collaboration with colleagues and interaction with stakeholders.

The incumbent may be required to work extended hours, to respond to emergencies or to meet operational needs. Physical demands may include : keyboarding / typing / using a computer mouse, repetitive motion, and sitting for prolonged periods
