We are currently searching for a new, full-time member for our team for the position of :
Acquisition Scheduling SME
- Consult with the Government to define issues / tasks and recommend solutions and shall work with the technical team to derive scheduling tasks and requirements, brief the schedule to the Government PM / PEO, and follow up to close any action items.
- Advise and assist the Government in the development of weapon system program execution strategies to achieve capability outcomes as documented in the program acquisition strategy document and acquisition program baseline.
- Provide technical advice to the Government PEO, PM and senior staff on mission critical scheduling challenges and assist in developing recommendations for improvement, mitigation, or avoidance of such challenges.
- Apply demonstrated practical experience to develop, analyze, and maintain an IMP / IMS.
- Apply demonstrated experience with complex, high visibility, high-tempo programs, to include the applicable DoD and USAF scheduling regulations and requirements relative to various phases of the program.
- Apply in-depth experience in scheduling and project control best practices to assist the Government in the use and development of metrics, data collection and tracking tools, and schedule input to assess the health of the IPTs throughout the assigned program.
- Apply DoD acquisition procedures, analytical methods and techniques to gather, analyze, and evaluate information required by program / project managers, customers, and the Defense Contract Management Agency.
- Apply a working knowledge of EVM principles in order to evaluate and report program health and status.
- Advise the Government PEO, PM, senior staff, and integrated product teams on weapon system contractor quality, health of the schedule, and analysis of EVM relative to the schedule baseline.
- Arrange and support various program actions such as meeting attendance; meeting minutes; milestone planning, tracking, and scheduling;
briefing preparation; staff coordination; risk management plan and strategy development and integration; and decision documentation preparation.
- The candidate shall have working knowledge of and be able to use software schedule applications, including but not limited to Open Plan Professional (OPP) and / or Microsoft Project.
- The candidate shall be required to become proficient in DelTek Open Plan Professional and Acumen Fuse If required by the assigned organization.
- Provide schedule training to PMO and designees upon Government request.
- Demonstrate a comprehensive understanding of DoD acquisition processes and analytical techniques to analyze, evaluate, and improve acquisition effectiveness.
- Assist in drafting acquisition documentation and ensuring quality control.
- Support key acquisition events and program reviews, including System Requirements Reviews (SRR), Preliminary Design Reviews (PDR), and other critical evaluations.
- Provide recommendations to enhance contracting policies and processes for both pre-award and post-award scenarios.
- Status Reporting-Establish and maintain databases to develop and analyze program metrics.
- Track technical metrics and communicate recommendations regarding program progress to management.
- Program Analysis-Conduct analyses to support decision-making concerning program strategies and action plans.
- Evaluate implications of existing or proposed programs and recommend improvements.
- Requirements Development-Support the development and approval processes for capability documents and translate user requirements into acquisition documentation.
- Capability Planning-Assist in implementing policies and tools for capability planning and support high-powered teams (HPTs) for capability development.
- Modeling, Simulation & Analysis (MS&A)-Promote and support the use of MS&A tools throughout the acquisition lifecycle for better planning and decision-making.
- Document Preparation-Provide programmatic support for lifecycle requirements and assist in preparing technical documents and presentations.
- Program Coordination and Execution-Coordinate with various USG organizations and external agencies to resolve programmatic issues.
Produce documentation and presentation materials as required to ensure successful program execution.
- Schedule Project Management- Develop, analyze, maintain, and report schedules using tools such as Microsoft Project and Deltek Open Plan Professional.
- Apply Earned Value Management (EVM) principles to evaluate and report on program health.
- Provide training on scheduling tools and best practices to program management offices (PMOs).
- External Mission Partner Coordination-Interface with USG organizations to address programmatic inquiries and facilitate effective communication.
- Risk Management-Develop and integrate risk management strategies into program execution plans.
- Working Group and Integrated Product Team Participation-Participate in Integrated Product Teams (IPTs) to advise on acquisition-related requirements and recommendations.
Required Qualifications
One of the following combinations of education / experience :
- Advanced Degree (Master of Arts (MA) / Master of Science (MS)) and twelve (12) years of experience in the respective technical / professional discipline being performed, five (5) years of which must be in the DoD
- BA / BS degree, and fifteen (15) years of experience in the respective technical / professional discipline being performed, five (5) of which must be in the DoD
- High school diploma and twenty (20) years of directly related experience, eight (8) of which must be in the DoD.
- Expert-level proficiency in scheduling tools including but not limited to Microsoft Project.
- Secret Clearance or the Ability to obtain / maintain a DoD Secret clearance
- US Citizenship required
