Integrated Research Product Management and Technical Team Support

Venesco LLC is looking for an Integrated Research Product Management and Technical Team Support. This effort is toaid in research for the Airman Systems Directorate, Airman Biosciences Division 711 HPW / RHB, Biomedical Impact of Flight Branch (RHBF).

The Airman Biosciences Division is an international center for research and technology evaluation in hazard mitigation,

public health, contingency operations, performance enhancement, human systems integration, and clinical aerospace medicine disciplines including aeromedical evacuation.

The division’s branches provide research and consultative capability for aeromedical, chemical, biological, and radiological health hazard needs, as well as research for the biomedical impact of flight.

The research supports Air Force Medical Service research interests by creating high-performance, integrated systems for individualized, operations-enhancing health readiness.

The contractors shall provide direct support to the Defense Health Program (DHP) Medical Human Performance (HP) Program, Product Line Lead and Lead Program Manager to include the R&D Support Programs personnel and laboratories that carryout the medical HP research mission.

The contractor employee(s) assistance under this Advisory and Assistance Services task order shall be for use by 711HPW at Wright-Patterson Air Force Base, Ohio.

The 711th Human Performance Wing (711 HPW), headquartered at Wright-Patterson Air Force Base in Ohio, is the first human-centric warfare wing to consolidate human performance research, education and consultation under a single organization.

Established under the Air Force Research Laboratory, the 711 HPW is comprised of the Airman Systems Directorate (RH) and the United States Air Force School of Aerospace Medicine (USAFSAM).

The Wing delivers unparalleled capability to the Air Force through a combination of world class infrastructure and expertise of its diverse workforce of military, civilian and contractor personnel encompassing 75 occupational specialties including science and engineering, occupational health and safety, medical professions, technicians, educators, and business operations and support.

Responsibilities :

1.2.1 The contractor employee shall provide program management expertise to support day to day operations within the medical funded Human Performance Research portfolio.

The contractor employee shall apply acquisition and program management principles, and expertise to assist program and project accomplishment through the various AFRL project life cycle.

The contractor employee shall implement administrative and monitoring support tools as required to perform daily operations associated with establishment, execution, and assessment of medical R&D projects.

1.2.2 The contractor employee shall have a signed Non-Disclosure Agreement (NDA) in place based on the potential access to confidential, proprietary, and / or sensitive information.

The NDA shall be provided to the Government Program Manager by start of performance.

  • 1.2.3 The contractor employee shall be logged into Air Force Teams during their work hours when practicable and display an accurate status indicator while logged in.
  • 1.2.4 The contractor employee shall collect, analyze and appraise acquisition data required to draw conclusions and work with the project / program managers to devise solutions to problems relating to improvement of acquisition effectiveness and compliance.
  • 1.2.5 The contractor employee shall participate and provide expertise in the assistance of development of strategic and tactical acquisition planning by assisting in establishing / recommending scope, cost, schedule and performance parameters necessary to successfully execute projects within the R&D portfolio.
  • 1.2.6 The contractor employee shall identify and document programmatic risks using expert judgment and historical data;

maintain R&D portfolio risk database, implement approved actions and workarounds required to mitigate and minimize the impact of project risk.

1.2.7 The contractor employee shall assist in the development of necessary contracting activities required to support project contract awards within the portfolio.

This shall include assisting in preparing a statement of work and supporting documents for Request for Proposal release, supporting technical evaluations and ensuring the necessary controls are in place to monitor the contract once awarded.

  • 1.2.8 The contractor employee shall utilize DoD budget, financial data, and contractor reported financial data to analyze, synthesize, and generate reports and other program documentation.
  • 1.2.9 The contractor employee shall provide support at the executive levels within the Government and to contract / industry representatives.

If requested, participate in portfolio reviews, conferences, and meetings to deliver presentations on program requirements, advocate program objectives, status, accomplishments, challenges encountered and anticipated.

1.2.10 The contractor employee shall develop and write technical documentation and briefings for higher level leadership.

Examples may include program management reviews, project assessment snapshots, project reporting using DoD electronic reporting systems (Program Management Reporting Tool PMRT).

  • 1.2.11 The contractor employee shall work with a team of finance, contracting, business analyst, scientists, engineers, clinicians, research assistants, and other support contractors to collect and analyze project data relevant to support program execution, assessment, and reporting.
  • 1.2.12 The contractor employee shall employ the skillset to manage research projects and provide project / program management direction across multiple contracted research efforts.
  • 1.2.13 The contractor employee shall have experience in and assist with providing technical direction to other members of integrated research product staff.
  • 1.2.14 The contractor employee shall ensure discovered problems / issues are clearly defined and the necessary corrective actions are implemented in a timely manner and / or risk a mitigation measure is in-place to support research project(s) execution.
  • 1.2.15 The contractor employee shall perform tasks with a strong proficiency in Microsoft software programs to include : Word, Outlook, PowerPoint, and Excel spreadsheets to support the development of electronic products required for project reporting and management oversight delivered to Division and Wing officials and identified program / project stakeholders (Monthly Reviews, Quarterly and Ad Hoc Status Reports, and Program Management Reviews).

As well as utilizing strong communication skills and reporting across multiple programs.

1.2.16 The contractor employee shall perform all tasks with excellent organizational, management, and communications skills.

Requirements :

Mandatory Qualifications :

  • 1.1.1.1 The contractor employee shall possess a minimum of a Bachelor’s degree in business administration / management, business systems, project management, finance, systems engineering, computer engineering, information systems, and / or computer science.
  • 1.1.1.2 The contractor employee shall possess one of the following minimum training requirements :
  • DAWIA career field certification (APDP Level I or higher) in Program Management (PM)
  • Engineering & Technical Management (ETM)
  • Project Management Professional (PMP) Certification is an acceptable substitute for DAWIA certifications.
  • 1.1.1.3 The contractor employee shall possess at least 5 years of demonstrated program / project management experience in a Department of Defense (DoD) work environment;

OR at least 15 years of demonstrated program / project management experience managing project strategy development, budget, cost, schedule, performance, and product delivery parameters.

  • 1.1.1.4 The contractor employee shall have demonstrated experience with project planning, contract strategy development, collecting and analyzing project data, and performance assessment.
  • 1.1.1.5 The contractor employee shall have experience with developing and writing technical documentation and briefings for higher level leadership.

Examples may include program management reviews, project assessment snapshots, project reporting using DoD electronic reporting systems (Program Management Reporting Tool PMRT).

Desired Qualifications

  • 1.1.2.1 Possess a Master’s degree in the areas of business administration / management, business systems, project management, finance, systems engineering, computer engineering, information systems, and / or computer science.
  • 1.1.2.2 Demonstrated experience working in a STEM (science, technology, engineering, and math) work environment.
