Summary : This work is in support of Headquarters Air Combat Command (ACC), Office of the Command Surgeon (ACC / SG) and is on-site at Langley AFB, VA.

Travel to CONUS and OCONUS locations to attend meetings, conferences, training, and other functions in support of tasks may be required

Job Descriptions

Specific Requirements :

  • Provide support and updates for strategic planning, programming, and innovation of medical modernization requirements.
  • Experience working with ACS Core Function Support Team and the ACE Core Function Lead Integrator (CFLI) (AF Materiel Command).
  • Integrate Health Services guidance into ACS strategic planning documents such as the Core Function Master Plan (CFMP), ACS CONOPS and sub-CONOPS.
  • Support the AFMS strategic planning process by developing input to RDD's such as Expeditionary Medicine (EM), Cognitive and Physiological Performance (CPP), etc.

and ensure roadmap input incorporates ACC / SG priorities for near, mid, and long-term requirements.

  • Assist in researching, identifying linkage, and presenting findings between ACC / SG modernization programs and strategic guidance and vision documents, Combatant Commanders (COCOM) Integrated Priority Lists (IPL), Annual Planning and Programming Guidance (APPG),
  • Medical Planning and Programming Guidance (MPPG), AFMS strategic planning documents and other guidance to support the defense of LAF & AFMS POM submissions.
  • Provide support for Research Development and Acquisitions (RDA) documents required to support Joint Capabilities Integration and Development System (JCIDS) and Surgeon General's Requirements for Operational Capabilities Council (SGROC) requirements.

Document shall include, but not be limited to Study Plans, Initial Capability Documents (ICD), Capability Development Documents (CDD), CDD updates, and Analysis of Alternatives (AoA) to coordinate for government approval.

  • Provide expertise to LAF and AFMS requirement development and validation efforts such as integrated product teams (IPT), high performance teams (HPT) and medical requirements "deep dive" activities.
  • Provide support for projects and program development, management, innovation, oversight, and acquisition support through JCIDS, SGROC, SBIR and other current acquisition processes.
  • Coordinate ACC / SG medical modernization efforts with agencies such as MAJCOMs, Military Services, and AFMS execution platforms (711 HPW, 59 MDW, Advanced Development & COCOMs).
  • Coordinate Joint expeditionary ground requirements with agencies such as : the Joint community to include Defense Medical Research and Development Program (DMRDP) office, the Defense Medical Materiel Program Office (DMMPO) and Joint Technology Coordinating Groups (JCTG), Joint Requirements Office (JRO) for CBRN requirements, industry partners (SBIR, STTR), and DHA.
  • Support efforts to utilize additional avenues for research, such as Small Business Innovation Research (SBIR) and AF 1067 processes.
  • Track and document efforts to research, develop and acquire materiel medical modernization solutions to include projects / programs and RDD's for Joint Program Committees.
  • Support functional area reviews of ACC / SG ground and missions appropriate to mission needs. Review will identify functional areas and associated functional capabilities.
  • Support ACC / SGR efforts to build / develop, execute, and refine a CBA roadmap and CBA reviews.
  • Support activities to derive a validated list on Capability Gap Areas (1-n ACC / SG) modernization requirements.
  • Provide support for the building / development of matrices that capture capability gaps / shortfalls, Doctrine, Organization, Training, Materiel, Leadership, and Education, Personnel, Facilities and Policy (DOTMLPF) and other information required to support expeditionary ground medical requirements.
  • Assist in vetting the results of site visits through an Integrated Product Team (IPT), Pilot Units, AF Consultants, ACC / SG Staff, and other functional areas.

General Requirements :

  • Build / develop supporting documents such as bullet background papers, and talking papers
  • Draft correspondence in compliance with AF guidance (i.e., Tongue and Quill) for dissemination
  • Make appropriate recommendations in the best interest of the directorate within situational complexity.
  • Support and attend meetings, conferences, and seminars and provide recommendations
  • Advise the client on day-to-day issues impacting SGR / medical modernization.
  • Manage and administer Task Management Tool (TMT) Suspenses / tasks and draft correspondence
  • and documents for client (including flag officer) consideration.
  • Attend periodic SG / Executive staff meetings.
  • Provide a monthly summary of all Contractor modernization related activities and spending.
  • Provide trip report summary documents working groups.

Required Experience and Education

  • Bachelor's Degree in Accounting, Healthcare Management, Healthcare Studies, Business, or Budgeting or 6 years related DoD experience.
  • 2 years' experience interpreting and analyzing program data from MAJCOM Plans and Programs office and Air Staff and be able to provide recommendations on the impact to ACC / SG modernization programs Recent (within the last 24 months) experience and working knowledge of the AFMS roles and responsibilities in the ACS strategic planning processes.
  • 2 years' experience with the JCIDS construct, including milestones, the purpose, knowledge, and experience required to develop RDA documents such as but not limited to the AoA, ICD, CDD, and CDD updates.
  • 24 months recent experience (within the last 24 months) in medical modernization, innovation, and planning.
  • Recent (within the last 24 months) experience and working knowledge of the AFMS roles and responsibilities in the ACS strategic planning processes
  • Recent (within the last 24 months) experience and working knowledge of ACS overarching strategic documents such as the CFMP and ACS CONOPS RDDs.
  • Detailed knowledge and experience with supporting AFMS high performance teams (HPTs) and evaluating HPT results or equivalent such as Tiger Teams.
  • Recent (within the last 24 months) experience and knowledge in project / program management to include document development, schedule, cost, and acquisition requirements
  • Recent (within the last two (2) years) experience and knowledge of one or more of the following requirements and or areas of interest to ACC / SG : SBIR projects, Pilot Physiology and Cognitive Performance, Combat Casualty Care (C3), Ground Contingency Medical Support System (GCMSS), and military utility assessment of ground-based requirements.
  • Recent (within the last four (4) years) experience and knowledge of the ACC / SG medical readiness operations and processes
  • Recent (within the last four (4) years) experience and knowledge of the ACC / SG medical chemical, biological, radiological, and nuclear (CBRN) operations and processes.

General Requirements

  • 10 years' experience working within the DoD, DHA, AF, or AFMS organizational structures. At least one year of the 10 years will include executive level experience such as AF MAJCOM .
  • 5 years' experience in written and oral communications for / to senior leaders O-6 and above.
  • 4 years' experience in the use of Microsoft Office 365, to include Teams, Word, PowerPoint, Excel, Outlook, OneNote, and Access
  • Possess completion of Defense Acquisition University (DAU) Courses : ACQ 0030 Overview of Acquisition Ethics, RQM 1010 Introduction to Joint Capability & Development Systems, RQM 1100 Core Concepts for Requirements Management, (ACQ) 1010, Fundamentals of Systems Acquisition Management, (ACQ) 2020, Intermediate Systems Acquisition, part A (ACQ) 2030, Intermediate System Acquisition, Part B or equivalent i.

e. Intermediate Medical Acquisition IMAC Course) In-Residence or complete within 90 days of on boarding.

Recent (within the last 24 months) experience with Task Management Software such as TMT and DCS systems
