Chief Neighborhood Specialist

Are you passionate about building strong, thriving neighborhoods and enhancing community life? The City of Hampton is seeking a strategic, community-driven leader to serve as Chief Neighborhood Specialist in the Housing & Neighborhood Services Division of the Community Development Department.

As the most senior specialist in the division, you will play a vital role in shaping neighborhood initiatives that empower residents, support local organizations, and foster vibrant, resilient communities. This position works closely with leadership and community stakeholders to manage policies, programs, and resources that support the Hampton Neighborhood Initiative and broader community development efforts.

Minimum Qualifications :

  • Requires graduation from a college or university with a Bachelor's degree in Business Administration, Government, Public Administration, Planning, Community Development, or a related field. Master's degree or equivalent work experience preferred.
  • Requires a minimum of five (5) years of experience working in the fields of community development, neighborhood revitalization, neighborhood capacity building and public private partnership development preferably in the public sector. In addition, this position requires a minimum of two (2) years of experience with grant and / or budget administration; preferably in a municipal government environment.
  • Must possess broad working knowledge of the financial principles underlying State and City laws and regulations pertaining to municipal government.
  • Three (3) years of experience specifically administering Community Development Block Grant and HOME funds preferred.
  • Experience in marketing and outreach; housing development and finance; public policy / administration; youth development / schools; planning; organizational development and capacity building; and partnerships and innovative programs also desired.
  • Requires exceptional customer service and organizational skills.
  • May require a functional knowledge of tools, materials, technology and processes that are specific to the Housing & Neighborhood Services Division and / or the Community Development Department.
  • Must have a valid driver's license and a satisfactory driving record based on the City of Hampton's criteria.
  • Must successfully pass a background check related to this position prior to any offer of employment or promotion.
  • An acceptable combination of education and experience may be considered for the more specific requirements outlined above.

    • Additional Requirements :

  • Must be able to perform mathematical computations with speed and accuracy.
  • Proficiency in use of personal computer with thorough knowledge of Microsoft Office software to include Word, Excel, and Access.
  • Must be able to establish and maintain effective working relationships with other employees and the general public and have the ability to work collaboratively with diverse groups.
  • Ability to interpret policies and procedures; ability to follow complex oral and written directions; ability to prepare complex fiscal reports.
  • This position requires initiative and independent judgment.
  • Considerable contact with community-based organizations, corporate representatives, consultants, City officials and staff.
  • May require working non-standard hours including evening and weekends.
  • Requires some local travel.
  • May be considered "essential personnel" during certain types of emergencies and / or community disasters in support of the community response and recovery efforts.
  • This is an exempt position.

    • Examples of Work :

  • Establish and develop sustainable and collaborative systems of support for Hampton neighborhoods through the one or more core areas of expertise, including : community engagement & outreach, facilitation, strategic planning, civic education, program design, partnership development, board development, grant management, community reinvestment, or urban design & policy.
  • Create, advocate for, and manage all aspects of at least 1 service area including partnerships, policies, budgets, planning, and team coordination.
  • Researches and applies best approaches to help expand their effectiveness in planning and implement change initiatives through organizational and outreach coaching to a range of groups and non-profit organizations.
  • Regularly advises city leadership and interdepartmental teams on public engagement efforts related to progressively complex community issues, strategic public projects, city planning issues, and code / ordinance changes. Develops and manages the implementation of strategies to effectively engage diverse populations.
  • Regularly develops messaging to present before commissions and community groups regarding resources, processes, data, and community input.
  • Coordinates civic education programs that develop the skills and abilities of community members through workshops, training series, campaigns, and conference presentations.
  • Serve as a primary and trusted liaison between community leaders and city officials. Represent the city organization to a variety of civic groups, non-profits, interdepartmental teams, and regional boards.
  • Coordinates and leads broad, diverse teams to achieve complex and long term outcomes with multiple strategies or tactics while overseeing and leading work across multiple core areas.
  • Convenes and manages interdepartmental teams through proactive relationship building and team development to foster systems of support for neighborhoods and improve internal practices that impact neighborhood initiatives.
  • Provides strategic organizational and program support to the Division through systems refinement, program coordination, and resource management. Supports team members in project planning, communications, event design, and outreach support.
  • Provides budget oversight to ensure accuracy and timely implementation; ensures applicable budgetary, accounting, and reporting protocols are observed and adhered to.
  • Collect and analyze various forms of input and data sources to help guide decision making and provide greater contextual insight.
  • Demonstrates punctuality and regular attendance.
