Colorado Local Technical Assistance Program

The Colorado Local Technical Assistance Program (LTAP) is one of 52 centers nationally tasked by the Federal Highway Administration (FHWA) to foster a safe, efficient, and environmentally sound surface transportation system by improving skills and increasing knowledge of the transportation workforce and decision makers.

Who You Are

As the Special Projects Coordinator, you will coordinate a wide variety of projects in partnership with local transportation agencies (counties & municipalities).

You will identify new projects and initiatives along with funding streams to benefit Colorado’s local transportation agencies and will specifically include opportunities with regards to the Bipartisan Infrastructure Law (BIL).

Additionally, this role guides the local agencies through processes such as funding application, planning and implementation, program reporting and post-implementation reviews.

You will work with the director of Colorado LTAP and perform the job duties with little supervision while working with a highly collaborative team.

You will occasionally travel and should have flexibility to attend overnight statewide training events as well as regional and national meetings and conferences and ability to travel and to drive long distances.

This position may offer the ability to work remotely, within Colorado, based upon the department's business needs and continual meeting of expected performance measures.

SALARY : $51,603 - $54,183 / annually

Primary Duties

Provide project management support to local transportation agencies including :

  • Assist local transportation agencies with funding and grant applications.
  • Guide local transportation agencies in the planning and implementation processes including drafting proposals, detailing project plans and timelines, identifying common milestones and defining and establishing project team roles.
  • Support local transportation agencies in required funding and project reporting and post-implementation reviews, as appropriate and required.
  • Create adoptable user tools, establishing templates to accomplish a consistent and scalable approach for local transportation agencies to leverage.

Bridge new local transportation agency projects and initiatives with funding streams and resources to benefit Colorado’s local transportation agencies.

  • Research and identify federal and state funding opportunities for local transportation agencies, that will achieve their agency goals and meet regulatory requirements.
  • Cultivate relationships with local transportation agencies and monitor state-wide efforts and initiatives with regards to locally owned transportation systems.
  • Raise awareness of and connect local transportation agencies with available funding.
  • Communicate and promote information including notice of funding opportunities (NOFO) and announcements to local transportation agencies.

Coordinate and transportation projects across multiple local transportation agencies.

  • Identify specific projects and efforts for local transportation agencies.
  • Identify state-wide trends in projects and project management with regards to local transportation.
  • Report common project related gaps and challenges at the local level and facilitate possible solutions and work around.
  • Communicate innovations, building out a more cohesive Colorado LTAP community.

Required Competencies

Critical Thinking : Develop and assess materials that will help local agency employees understand funding and project management practices.

Understand the needs and determine what will work and must be capable of researching, analyzing, monitoring and interpreting funding streams, regulatory and other information relating to the transportation industry including state, federal and local program plans as applicable.

  • Communication Skills : Present to stakeholders, speak interpersonally with individuals, report to management and meet with strategic partners in a friendly and clear manner.
  • Presentation Skills : Present opportunities, proposals and processes. Well versed in conducting and utilizing virtual meeting platforms.
  • Interpersonal and Observational Skills : Strong interpersonal and observational skills to assess needs and understanding.

Must be enthusiastic, creative and capable of effectively functioning in a professional work setting with various levels of staff, Boards or Partners, in group settings, and independently with little to no supervision.

Qualifications

Required Education / Training & Work Experience :

  • Bachelor’s degree with at least one year of professional experience with project coordination or working in grant programs
  • Any satisfactory combination of education and experience equivalent to a bachelor’s degree and one year of professional experience with project coordination or working in grant programs.
