Duties & Responsibilities

The Regulatory and Compliance Engineer I will learn to perform technical reviews of activities which change the course, current or cross-section of non-tidal waterways, including the 100-year floodplain, in the State.

This may include the review of applications for projects located across the State. The incumbent's evaluations will be based on engineering judgement and on criteria set forth in the Code of Maryland Regulations.

The incumbents in these positions are also responsible for coordinating with the U.S. Army Corps of Engineers, the Department of Natural Resources and other State and local agencies on the review of projects that propose impacts to non-tidal waterways and / or the 100-year floodplain.

Working Conditions

Working conditions of this position include :

  • Site visits may be conducted in all kinds of inclement weather in waterways. Exposure exists to insect bites / stings, poisonous plants, chiggers, 'seed' ticks, snakes, as well as wild and domesticated animals.
  • Site visits usually involve walking on uneven terrain such as traversing steep slopes and stream banks that may result in falling.

Nails, needles, broken glass, and rubble pose both visible and hidden hazards.

  • Site visits may involve long walks up to approximately a mile, walking through waterways with unseen holes, and going down and traversing uneven upland terrains.
  • Work requires the use of protective equipment such as goggles, gloves, mask, etc. During cold weather months protective clothing is required on land and on the water.

When necessary, rain gear and waterproof boots.

The incumbent in this position will be required to drive a State vehicle. If you maintain an out-of-state driving license, you must provide a certified copy of your driving record from the appropriate Motor Vehicle Administration at the time of appointment.

Individuals must maintain a driver's license with no more than 5 points on their driving record in order to drive a State vehicle.

Job Requirements

Education : A Bachelor's degree in engineering or architecture from an accredited college or university.

Experience : None.

Notes :

  • Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university with at least 20 credit hours in engineering and two years performing engineering or architectural work in pollution control, waste remediation, resource conservation, environmental protection, public health and safety, or related areas may be substituted for the required education.
  • Candidates may substitute the possession of a current Professional Engineer or Professional Architect registration in the State of Maryland or in a state with comparable requirements for the required education.
  • Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Engineering and Architecture classifications or Engineering and Architecture specialty codes in the Environmental field of work on a year-for-year basis for the required education.

Job Preferences

It is preferred that the selected candidate has the following :

  • Familiar with using hydrologic and hydraulic modeling programs such as HEC-RAS, GIS Hydro, TR-20 or TR-55;
  • Training classes in Open Channel Flow, Fluid Mechanics, and Fluvial Geomorphology;
  • Training classes in Natural Channel Design, Regenerative Stream Conveyance Design, or Valley Restoration Design;
  • Familiar with computer database programs.
