This position involves highly responsible professional and administrative work, overseeing the implementation of the City's programs for business development under the guidance of the Director of Economic Development.

As Deputy Director, you will have considerable latitude for the exercise of independent professional judgment while supervising professional and support staff, acting as a Project Manager on key development projects, representing the Office in various meetings, and contributing to program planning and policy development.

REPORTS TO

Work is performed under the direct supervision of the Director of Economic Development with considerable latitude for the exercise of independent professional judgment, and is reviewed through meetings and evaluation of results.

Professional and Support staff.

PRIMARY FUNCTIONS

This is highly responsible professional and administrative work as second in command for a major City development unit.

Work involves responsibility for implementation of the City's programs for business development.

TYPICAL DUTIES AND RESPONSIBILITIES

  • Supervises professional staff in the carrying out of complex economic development projects.
  • Acts as Project Manager on key development projects.
  • Represents the Office in meetings with federal and state officials, private developers, and representatives of local public and private sectors.
  • Assists in personnel selection, supervision, management, and development.
  • Oversees budget development and administration for the department.
  • Assists Director in program planning, policy development and execution.
  • Supervises office operations and procedures and other related administrative functions.
  • Designs and implements strategies for communicating the department's work to the public, including relations with media, business, universities, and other public entities.
  • Acts as staff to the New Haven Development Commission and any other City entities regarding the development of a positive business environment.
  • Acts as liaison with other government or private sector economic development entities.
  • Communicates with, and supervises the work of, outside consultants on various economic development projects.
  • Performs relates work as required.

EDUCATION, QUALIFICATIONS & EXPERIENCE

  • Graduation from an accredited four-year college or university with major course work in public or business administration, economics, finance, or a closely relates field;
  • and 5 - 7 years of experience in administration, and policy development, including at least three (3) years supervisory experience;

or any combination of training or experience which provides the following knowledge, abilities, and skills :

KNOWLEDGE, EXPERIENCE, SKILLS & ABILITIES

  • Considerable knowledge of the principles and practices of designing and delivering an economic development program for an older City.
  • Considerable knowledge of the factors influencing development decisions and of the principles and practices of real estate, business location and entrepreneurship.
  • Considerable knowledge of the principles and practices of public administration, including understanding of basic methods of personnel, budget, and project management.
  • Considerable knowledge of communication techniques, and the ability to establish effective relationships with media personnel.
  • Ability to establish and maintain effective relationships with officials and representatives of business and industry, as well as elected officials and the public.
  • Ability to speak before large groups and prepare materials for others to deliver before large groups.
  • Ability to supervise and motivate subordinate personnel.
  • Ability to communicate effectively, orally and in writing.

SALARY, BARGAINING UNIT & TERMS OF EMPLOYMENT

This is a Special Fund, "Non-Tested" position.

This position is included in a collective bargaining agreement with Local 3144, American Federation of State, County and Municipal Employees.

General Funded hires into this class are not covered by Social Security and will not pay Social Security taxes. They instead participate in the City Pension;

the employee contribution rate is 10% of pay.

Employment is contingent upon the successful completion of : (1) a pre-employment background check, (2) a pre-employment physical examination, including pre-employment drug screening accordance with the City's Drug Free Workplace Policy*, and (3) a 90-day probationary period.

Pursuant to the Federal Drug Free Workplace Act of 1988, The City of New Haven has a adopted a Drug Free Workplace Policy.

The City of New Haven requires a pre-employment drug test, which includes screening for marijuana.
