JOB FUNCTION :
Project manages Hawaiian Electric Utilities Privatization ( UP ) to effectively manage, prioritize, direct, implement, and operationalize the contracting, engineering and construction work.
Ensures attainment of critical performance of the work required. This includes the implementation and oversight of operations and maintenance obligations and long-term physical asset replacement requirements.
Project manages the development of the UP Project teams, which includes scope, schedule, budgeting, and Public Utilities Commission ( PUC ) filings, internal and external reports, facilitates required approvals, procurement, engineering and construction coordination, technical standards development, operations and maintenance, cyber-security implementation and coordination, and program and capital project implementation.
Provides direction, technical knowledge, expertise, guidance and support to Project Managers, Project Analysts, and other related support positions.
Regularly briefs executives and process area supervisors regarding the progress of the various projects. Coordinates across multiple divisions within the Company to ensure compliance with all requirements.
ESSENTIAL FUNCTIONS :
Plans, organizes, coordinates, supervises, and directs the functions and activities of the Project Managers and Project Analysts, and all related team members, to support the implementation and operationalization of the various projects required under the Army UP contract for designated installations on Oahu.
Provides technical knowledge, expertise and guidance to the Project Managers and Project Analysts and all team members. Properly communicates to team members, vendors, contractors, consultants and suppliers about their roles and assignments, provides necessary project information and obtains team member support in meeting project goals and schedules.
Supports and / or negotiates and administers contracts needed for all engineering and construction projects required under the Army UP contract.
Reviews and coordinates approvals for all invoicing and billing for work on the various projects for the Army UP contract.
Evaluates and determines the need for any change orders or contract modifications as projects are implemented and performed.
Reviews and approves all monthly invoicing, and billings provided by vendors, contractors, consultants, and suppliers. Reviews and approves all invoicing and billings provided to the Army as projects progress towards completion.
Oversees and manages the RFP process to obtain competitive bids from potential vendors, contractors, consultants, and suppliers.
Maintains relationships with all vendors, contractors, consultants, and suppliers retained to perform work on the projects.
- Leads the preparation, review and / or delivery of expert testimonies and other documents, filed with the PUC or other external agencies such as the State Legislature, pertaining to Army UP initiatives.
- Serves as the focal point for all project related matters. Provides timely communication to key stakeholders. Works with and through community groups, neighborhood boards, government agencies, the media, other utilities and private companies, the City Council, the State Legislature, and the PUC to disseminate information, address concerns, obtain permits and approvals, and resolve project-related problems.
Prepares and provides testimonies and presentations at internal strategic meetings, public meetings, and regulatory hearings as necessary.
Participates in Company emergency response activities as assigned, including any activities required to prepare for such emergency response.
BASIC QUALIFICATIONS :
Knowledge Requirements
- In depth knowledge of the principles and practices of project engineering, project management, and construction methods associated with electric utility transmission and / or distribution, normally acquired through relevant project management experience.
- Working knowledge of utility economic analysis methods including, but not limited to, calculation of revenue requirements and avoided costs, and the ability to perform various economic analyses.
- Working knowledge of utility regulation, PUC investigative dockets, and rate cases.
- Working knowledge of federal, state and local laws, regulations and procedures as related to department and Company activities.
- Working knowledge of applicable Federal Acquisition Regulation ( FAR ) and Defense Federal Acquisition Regulation Supplement ( DFARS ) regulations, including implementation and performance of engineering and constructions projects under these regulations.
- Detailed knowledge of personal computers and standard software applications such as Microsoft Office.
- Working knowledge of budgeting and forecasting systems and procedures.

- Must have or be able to qualify for a State of Hawaii driver’s license to make site visits. Must meet the standards for required driving positions stated in the Required Driving Positions policy.
These standards may be adjusted periodically to meet business and safety objectives.
Must be able to obtain necessary clearance to access military installations as required.
Experience Requirements
- Extensive (8+ years) experience as a project manager, construction manager, designer, or engineer, with large complex projects, preferably within the electric utility industry.
- Working knowledge of engineering, and business principles and theories normally acquired through a college level curriculum resulting in a bachelor’s degree or equivalent experience.
- Additional degree in Business Administration (Finance, Accounting, Marketing major or Master of Business Administration) is also preferred.
- Project Management Professional (PMP) Certification from a nationally recognized organization such as the Project Management Institute (PMI), desirable.
- Knowledge of MS Project, Visio and Project Management software tools is highly desirable.
- Working knowledge of utility accounting and budgeting processes.
