We are accepting applications to establishing one employment list to fill current and future full-time, part-time, 1414, and extra-help vacancies in the General Services Department.

There are two current vacancies : one full-time vacancy in Santa Barbara and a 1414 vacancy in Santa Maria. Please select all locations you are interested and willing to accept employment for current and future vacancies.

1414 vacancies may occur as a result of a leave of absence (Civil Service Rule 1414) and the duration of the appointment shall be subject to the return of the individual who is on leave.

A person who is appointed to a position under Civil Service Rule 1414 may be able to transition into a regular position in the classification without re-application or re-testing, depending on the performance of the appointee and the needs of the department.

THE POSITION : Under general direction, performs semi-skilled and skilled work in the operation, maintenance, and repair of heating, ventilating, refrigeration, and air conditioning systems;

and does related work as required.

Note : HVAC Specialist may be required to access and work in detention and 24 / 7 locked facilities.

The typical work schedule for this position is Monday - Friday, 9 / 80 schedule available upon request. The work schedule will depend on the needs of the department, which may include working on weekends, holidays, evenings, and on-call shifts.

The Ideal Candidate will possess :

  • Experience with maintenance and installation of various HVAC systems and components in a commercial setting
  • Universal Chlorofluorocarbons (CFC) Certificate or EPA 608 certifications
  • Experience with Trend (963), Novar, Johnson, Siemens, Honeywell and / or other HVAC Control Programs.
  • Experience using a computerized maintenance management system (CMMS)
  • Knowledge of Microsoft Office Suite (Word, Excel, and Outlook)
  • Ability to work independently and within diverse team environments and exhibits proven problem-solving abilities
  • Ability to organize and prioritize work and address time-sensitive issues
  • Strong oral and written communication skills and the ability to effectively interact with all levels of internal and external customers

Examples of Duties

  • Performs a wide variety of maintenance and repair tasks in the operation of heating, air conditioning, refrigeration, and ventilating systems in buildings.
  • Repairs and maintains boilers, pipes, thermostats, air filters, pumps, waste and oil pressure indicators, blower fans, belts, and bearings.
  • Operates computerized heating / cooling equipment for large, complex systems at centralized and decentralized building plants.
  • Troubleshoots, diagnoses, and repairs / re-programs electric, electronic, and pneumatic controls of buildings by reading schematics and using computer energy management software.
  • Oversees contract compliance and contractor work for the County on HVAC repair and replacement projects.
  • Leads and / or instructs Building Maintenance Workers in performance of routine maintenance of HVAC equipment.
  • Designs and installs new small- to medium-sized HVAC systems.
  • Performs data entry related to preventive maintenance.
  • Calculates the amounts of refrigerants such as R-22, R-404, R401A, R432A, and R410A to be used in air conditioning systems.

Employment Standards

  • Three years of journey-level experience operating, maintaining, and repairing boiler equipment including experience operating, maintaining, and repairing ventilating and air conditioning equipment; OR,
  • A combination of training, education, and experience that is equivalent to the employment standard listed above and that provides the required knowledge and abilities.

Additional Qualifications :

  • Upon appointment must possess a Universal Chlorofluorocarbons (CFC) Certificate within the 12 months of the probationary period.
  • Possession of a valid California Class C Driver's License at time of appointment. Incumbent will be required to travel throughout the County of Santa Barbara.
  • Required to wear a uniform.
  • Knowledge of : methods, tools, and equipment used in the repair of heating and air conditioning equipment in buildings and structures;
  • the operating principles of heating, air conditioning, and refrigeration equipment; computerized energy management software;

basic arithmetic; work safety practices related to HVAC work.

  • Ability to : recognize and locate conditions which require repair and maintenance work; keep records; communicate effectively;
  • regulate and control their operations; complete written forms; read and interpret schematics; read and apply operating / repair instructions and contract provisions;

explain technical information to others; learn and apply principles and practices of contract administration; work independently; use a computer.

Desirable Qualifications : Knowledge of Trend (963), Honeywell energy management systems is desirable.

Working Conditions : Incumbents in this classification may be exposed to a variety of hazards including : working at heights, electrical hazards, microwaves, loud noises, and chemical hazards.

Performing the essential functions of this classification requires various types of physical exertion, such as bending, lifting, crawling in small spaces, carrying heavy objects up to a maximum weight of 75 pounds, and independent travel, including driving a lift-gate truck.

Supplemental Information

APPLICATION & SELECTION PROCESS :

  • Supplemental Questionnaire Ranking : Responses to the required supplemental questionnaire will be evaluated and scored.

Candidates' final score and rank on the eligibility list will be determined by their responses to the supplemental questionnaire.

This process may be eliminated if there are fewer than 11 qualified candidates.

Applicants must receive a percentage score of at least 70 on the supplemental questionnaire ranking assessment to be placed on an employment list.

An adjustment may be made to raw scores based on factors listed in Civil Service Rule VI. Those candidates who are successful in the selection process will have their names placed on the employment list for a minimum of three months.

At the time the employment list is established, all candidates will receive written notice of their score on the exam(s) and exact duration of the employment list.

Placement on Employment List & Selection Interview by Hiring Departments : Upon placement of employment list, you will be notified by the Human Resources Department.

The hiring department will receive at least the candidates that are ranked in the top 10. The hiring departments may decide which of those 10 candidates they will reach out to interview.

Prior to the interview, top candidates may be required to complete additional competency assessments. Instructions will be sent to qualifying candidates via email.

Conditional Offer : Appointee will be subject to a post-offer medical evaluation or examination. The appointee must satisfactorily complete a one-year probationary period.

The following process will be used as part of the background investigation process for this position, after the candidate is extended a conditional offer of employment :

Personal History Questionnaire (PHQ). The selected individual will receive a notice regarding completion of a Personal History Questionnaire (PHQ).

Failure to submit a PHQ by the deadline will result in disqualification from the hiring process for the General Services Department.

Background Investigation : The selected individual will be required to complete a Personal History Statement (PHS) and undergo an extensive background investigation that includes an evaluation of references, prior employment, drug history, residence history, and neighborhood check.

This process may take 4-6 weeks.

Live Scan : Electronic fingerprint scanning that is certified by the State Department of Justice.

Current or excessive use of drugs, sale of drugs, serious criminal history, or deception relating to employment history may bar employment.
