The Air Force Civilian Service (AFCS) is looking for a Permanent, Full-Time, IT Program Manager (SYSANALYSIS), GS-2210-13 to work at Air Force Materiel Command (AFMC), Air Force Installation and Mission Support Center (AFIMSC), in the Strategy, Requirements, Planning, Programming, Integration, and Intelligence Directorate (A5), Capability Portfolio Integration and Optimization Division (A53), Information Resource Management and Integration Branch (A53I) at Joint Base San Antonio-Lackland, TX.

01 and may require a waiver for appointment prior to the 180 days from official military retirement.This position has a typical 2024 salary range of $104,887 - $136,357 (includes locality).

Qualifications / Requirements : The primary purpose of this position is to perform duties as a senior Information Technology (IT) program manager supporting a wide range of IT lifecycle management capabilities for the Air Force Installation Mission Support Center Commander and functionally aligned service-level organizations to include to the Air Force Civil Engineering Center (AFCEC), Air Force Security Forces Center (AFSFC), Air Force Services Agency (AFSVA), Air Force Installation Contracting Center (AFICC).

Provides advanced knowledge and advice to organizational, service, and DoD leadership in the effective and efficient use of IT systems.

Manages one or more major multi-year IT initiatives of such magnitude they must be carried out through multiple related IT projects.

Leads and is accountable for the overall success of the program and ensures efforts achieve appropriate strategic, life cycle management and capital IT investment plans.

Work includes project selection, prioritization, evaluation, and the management of cost, schedule, risk, quality and resources.

Serves as a senior systems analyst in supporting Air Force and DoD functional information technology systems, programs and requirements.

Serves as a consultant and senior technical advisor to AFIMSC Chief Information Officer (CIO), AFIMSC leadership, management and strategic partners.

As Chief Data and Analytics Officer, provides vision and strategy for all data management activities and data analytics operations, transforming data into business value, and drives data-related business change.

Represents AFIMSC with a variety of Federal, DoD, HAF, MAJCOM, FOA and base-level organizations and maintains liaison with manufacturers, professional organizations, and Government counterparts at other installations and services regarding available products and state-of-the-art technologies and advancements.

  • U.S. Citizenship.
  • Must be able to obtain and maintain a SECRET security clearance, as a condition of employment.
  • Must maintain an Air Force network license and network access, according to AFI 33-115, Vol 2, Licensing Network Users and Certifying Network Professional and AFMAN 33-282, Computer Security, as a condition of employment.
  • For any embedded information assurance duties, personnel must obtain and retain the appropriate certification for the position per DoD 8570.

01-M, Information Assurance Workforce Improvement Program, in accordance with current Air Force directives, as a condition of employment.

May be required to work other than normal duty hours, which may include evenings, weekends, and / or holidays and / or overtime and may require occasional 12-hours shifts.

RECRUITMENT KNOWLEDGES, SKILLS, AND ABILITIES (KSA) :

Knowledge of a wide range of IT principles, concepts and methods as well as systems analysis techniques and processes. Ability to maintain an up-to-date awareness of technological advances.

Knowledge of the organization’s policy and planning formulation process along with its missions and objectives to prepare IT polices and plans.

Knowledge of Federal and DoD budgetary processes, cost-benefit analysis methods, and analysis of performance data to prepare persuasive budget recommendations and provide meaningful budget estimates in support of IT requirements.

Knowledge of system architecture, integration techniques, and testing methods as well as ability to learn to uses specialized software applications in the execution of duties.

Ability to analyze complexities of existing technology, review / revise / develop policy, initiate plans for enhancements, and provide management sufficient technical and cost analysis information, through written documentation and oral briefings, to render informed judgments.

Ability to plan, organize, and lead ad-hoc teams of subject matter experts in pursuit of accomplishing duties of position.

OTHER REQUIREMENTS / SIGNIFICANT FACTS : For Information Technology (IT) Management (2210) : Degree : Ph.D. or equivalent doctoral degree.

OR- 3 full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree OR- Experience : Must be IT related;

the experience may be demonstrated by paid or unpaid experience and / or completion of specific, intensive training (for example, IT certification), as appropriate.

For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

  • 1) Attention to Detail : Is thorough when performing work and conscientious about attending to detail. (2) customer Service : Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations;
  • knows about available products and services; is committed to providing quality products and services. (3) Oral Communication : Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial);

makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

4) Problem Solving- Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

AND- Specialized Experience : One year of specialized experience at the next lower GS-12 grade (or equivalent). Specialized experience is experience that has equipped the applicant with the competencies / knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled.

Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT. The employing agency is responsible for defining the specialized experience based on the requirements of the position being filled.
