Job Summary
This position is a standardized position description designated for use in any District of Columbia Government department, agency or office.
The position is in District Department of Transportation (DDOT), Maintenance Operations Administration. The Maintenance Operations Division is responsible for maintaining the District’s infrastructure assets through services provided through three divisions : Pavement Maintenance Division which maintains and repairs streets, sidewalks, alleys, and tunnels for the District’s network through the following four Branches : Bus, Bike & Trail Branch, Maintenance Inspections Branch, Roadway Management Branch including the Tunnels Team and Roadway Services Branch , Sign Maintenance Division which maintains existing signage infrastructure, curbside signs, designates new curbside designs via signage and responds to 311 customer service requests.
They are responsible for sign fabrication, special events signage, and flag installation and Urban Forestry Division which provides oversight, maintenance, and care for all street trees within the District’s right-of way and District-maintained properties.
The Division delivers and coordinates comprehensive development plan review and applications that impact the public space and overall tree canopy.
It also organizes and delivers outreach and education services, to inform the public on the importance of urban forests.
Duties and Responsibilities
Works closely with management and project teams to carry out complex management studies dealing with work measurement, methods and procedures, time standards and / or benchmarking to identify root or systemic causes / problems and propose solutions to improve efficiencies.
Conducts detailed analyses of complex functions and work processes of broad administrative or technical programs and makes recommendations for improvement in the effectiveness and efficiency of work operations.
Organizes and documents findings of studies and prepares recommendations for implementation of new systems, procedures, or organizational changes.
Audits organizational components, process flows, financial information, operating procedures, compliance activities, policy application / development, and alignment with legislative requirements and laws / regulations.
Establishes a schedule of work that identifies project milestones and completion dates. Informs management on project activities.
Conducts management surveys and research projects and provides advisory services on issues of substantial scope and impact throughout the organization.
Develops new methods, organizational structures, and management processes. Counsels and advises program managers on methods and procedures, management surveys, management reports, and control techniques.

Streamlines organizational policies and procedures to ensure that the agency operates effectively and efficiently, including designing systems to implement and support improvement.
Attends meetings with, or on behalf of, the supervisor where issues of significant program importance are discussed and decisions are made.
Qualifications and Education
Specialized Experience :
Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.
To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
Preferred Preferences
Bachelor’s degree in business preferred
Specialized Experience 3 years’ experience in Ariba / PASS or any Comprehensive Financial System
Working Conditions / Environment
Work is primarily conducted in an office setting.

Collective Bargaining Unit (Non-Union) : This position is not a part of a collective bargaining unit.
Position Designation : This position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability - Security Sensitive .
Accordingly, the incumbent will be subject to pre-employment checks (criminal background checks, consumer credit check, traffic record checks, if applicable) as a condition of employment, and will be subject to periodic criminal background checks for the duration of your tenure.
Emergency Designation : This position is classified as an essential / emergency position under the provisions of the District Personnel Manual Chapter 12.
As such, the incumbent is required to serve in emergency situations to perform critical duties, , snow removal, debris removal, transportation, shelter operations, food distribution, and communications.
These duties may be performed when the government is closed or when most employees are dismissed early. Incumbent may be required to work weekends, evenings, and in on-call situations.
This position may be subject to criminal background checks and / or driving record checks, as well as random drug and alcohol testing pursuant to DC Act 15-620.

Residency Requirement Statement : If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
