Job Description :
The RPC's Policy, Performance, and Training Manager is responsible for leading efforts to enhance operational policy, performance, and training initiatives critical to the United States Refugee Admissions Program (USRAP).
The ideal candidate will possess a strong background in policy analysis, operational support, training development, and change management within a refugee processing context.
This role requires collaboration with various stakeholders, including the Bureau of Population, Refugees, and Migration Admissions Teams (PRM / A), Resettlement Support Centers (RSCs), Resettlement Agencies (RAs), United States Citizenship and Immigration Services (USCIS), and other USRAP partners, to optimize the use of the START system and support effective refugee case processing.
Key Responsibilities
Analyze, recommend, and implement changes to policies, processes, and technology that improve case processing efficiencies and standardization across USRAP.
Provide detailed analysis and input on new USRAP policies, particularly those involving the START system
Serve as an expert on START case processing and USRAP data to support pipeline analysis and management.
Act as an escalation point for resolving complex issues that involve START user errors, partner system issues, or business process challenges.
Collaborate with partners to troubleshoot and resolve data and system issues
Ensure all policy documentation and system guidance is up-to-date, standardized, and accessible to relevant stakeholders.
Help develop and update training objectives, strategies, and curriculums for START users, including general refugee processing concepts, policies, and procedures.
Oversee the organization of targeted training sessions both virtually and in-person
Lead efforts to coordinate change management and system troubleshooting with RSCs.
Assess the impact of program changes and identify areas requiring additional training or support for effective implementation.
Implement change management activities to promote the adoption of START’s technological features or USRAP programmatic updates and ensure successful rollout and compliance with new processing policies and procedures.
Oversee the development and execution of communication strategies to keep PRM and USRAP partners informed about USRAP technology, operations, and case processing developments.
Regularly send out updates, guidance, and reports to support standardized and streamlined refugee processing, system updates, and partner recommendations.
Experience and Qualifications
Minimum of 5 years of professional experience in policy analysis, training, or change management, with at least 1 year in a leadership role within a refugee processing or related field.
Bachelor’s degree in a relevant field is required. Advanced degrees or certifications in policy analysis or related disciplines preferred.
Expertise in operational policy development and analysis.
Ability to analyze data from various tables and conduct basic root cause analysis to assess why an action occurred in the user application
Experience in training program design, delivery, and assessment.
Strong communication, project management, organizational, and interpersonal skills, with the ability to lead teams and collaborate across organizations.
Proficiency in change management methodologies and tools.
Familiarity with USRAP systems, particularly the START system, is highly desirable.

The likely salary range for this position is $106,250 - $143,750. This is not, however, a guarantee of compensation or salary.
Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
