Job Title : Director of Research and Evaluation

Salary Range : $95,000-110,000

About the Position :

The Director of Program Planning, Research, and Evaluation supports the Mission’s strategic plan by focusing on program planning and development, managing evaluation research, overseeing the department database, and analyzing and reporting on program outcomes in order to provide quality services and education to participants.

This role will analyze the effectiveness of Job Training & Education (JTE) programs and collaborate with other directors in the department to make program design and implementation decisions, improve services to our participants, and increase our outcomes.

This role serves as a member of the department’s management team and provides support and participation on department issues and decisions.

Essential Functions and Responsibilities :

  • Manage the analysis of external research on best practices, evidence-based practices, service gaps to guide program development.
  • Collaborate with data entry and data analysis staff to obtain internal data for program evaluation purposes.
  • Research, evaluate and communicate community needs, workforce and adult education trends, and potential program and partnership opportunities.
  • Support the development and ongoing monitoring of the organization's strategic plan with key metrics.
  • Manage ongoing research that measures the impact of programs (including Monthly Reports, Annual Reports, and Community Needs Assessments).
  • Identify and develop program outcomes and evaluation systems during program development and facilitate the development of a monitoring process to review program effectiveness on a regular basis.
  • Support instructional staff to develop evidence-based assessment of student progress to ensure equitable outcomes.
  • Design and maintain program assessment for all programs.
  • Manage program and staff evaluation systems (including CaseWorthy) reporting, surveys, and focus groups, and other possible assessment tools.
  • Assist with grant proposals and reporting as needed.

Program Planning :

  • Work collaboratively with Mission Directors to implement programs, policies and initiatives. Post-implementation, develop evaluation plan, conduct program evaluation, and manage continuous improvement projects for any programmatic changes in partnership with managers.
  • Develop and maintain relationships with potential external partners and serve and collaborate in workforce development and education fields.
  • Collaborate with the operations team to develop and implement work plans.
  • Lead work groups to analyze and address program challenges.
  • Design and maintain logic models for all programs that illustrate program theory and effective approaches.
  • Facilitate subject area groups in their analysis of the impact of curriculum, materials, and for staff development.
  • Present special lectures, seminars, and workshops as requested.
  • Support community engagement opportunities including (but not limited to) : participating in tours, attending community events, speaking to community partners, and engaging volunteers and donors.
  • Uphold safe work practices in support of a safety culture through awareness and observation; train and educate employees of safety requirements;

report any potential hazards or accidents.

Perform other duties as assigned.

Supervisory Responsibilities :

Carries out supervisory responsibilities in accordance with Goodwill’s policies and applicable laws. Responsibilities include interviewing, hiring, and training employees;

planning, assigning and directing work; monitoring performance; rewarding and disciplining employees; and addressing complaints and resolving problems.

Partner with People Relations as needed and appropriate.

Position Requirements (Qualifications for the job under the Americans with Disabilities Act) :

Education : Master’s degree in Adult Education, Curriculum and Development, Non-profit Management, Workforce Development or related field or equivalent combination of experience and education.

Lived experience and international experience considered in lieu of more traditional, US achieved credentials.

Experience : Minimum 5 years’ experience in adult education, job training, workforce development, human services management or non-profit management.

Minimum 3-5 years of supervisory experience and ability to lead a team.

  • Demonstrated experiences in developing evaluation of equitable learning and teaching practices for diverse adult learners.
  • Project management skills, with a strong implementation focus.
  • Interest in staff development, experience preferred.
  • Demonstrated experiences in learning and adapting to new subject areas, technology, and other topics quickly.
  • Ability to work well with a diverse group of staff.
  • Skilled in remote service delivery methods.
  • Editing or proofreading skills.
  • Must be committed to creating and sustaining a learning environment in which students feel safe, supported and encouraged;

foster an environment that is inclusive, culturally rich, and bias-free.

Certificates, Licenses, or Registrations :

  • Project Management certificate or equivalent a plus.
  • Must have valid WA driver’s license and proof of insurance.

Computer / Technology Skills :

  • Advanced skills with Microsoft Office (Excel, Word, PowerPoint, Outlook, Teams).
  • Proficient knowledge of Google Workspace a plus.
  • Ability to learn new technology and software as related to the job.

Physical Abilities :

While performing the duties of this job, the employee will be required to sit for long periods of time, communicate with other employees by talking and hearing and to operate computer systems.

Able to safely lift / push / pull up to 25 lbs., grasp, handle, finger and manipulate items; perform repetitive fine motor functions with fingers, wrists and arms, standing for long periods of time.

Specific vision abilities required by the job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

Able to communicate with others effectively both verbally and written, including those who have limited English skills. Maintain reliable attendance.

Work Environment :

Office / classroom environment; the noise level in the work environment is usually moderate. Must have reliable transportation, as this position requires travel to offsite meetings and events.
