DEPARTMENT OF PUBLIC WORKS MISSION STATEMENT :

The mission of the Marin County Department of Public Works is to provide the community with quality services, maintain and improve public infrastructures and facilities, and support the preservation of Marin’s unsurpassed beauty.

The Mission of the Marin County Department of Public Works’ Water Resources Division is to minimize flood risk to life and property and to enhance the County’s creeks, wetlands, and bays in designated areas by providing proactive and responsive planning, design, construction, operations management, and maintenance services in the face of climate change and sea level rise by working closely with, and relying on, citizen groups and other County teams, municipalities and local / regional agencies.

This Mission is consistent with the County’s and the Department of Public Works’ (DPW) in that our overall focus is to support a safe, healthy, and sustainable community and environment.

The Civil Engineer position will work under the direction of a Senior Civil Engineer managing the Marin County Flood Control and Water Conservation District’s (District) Capital Improvement Plan (CIP).

This position has responsibility for :

  • Project management;
  • Technical review of consultant deliverables;
  • Technical engineering analysis;
  • Collaboration with County and DPW staff;
  • Representation of the District and DPW with the public and other agencies.

As part of a generous benefits package, this position is eligible for up to 41 days of leave for first year hires.

Overtime is compensated at one- and one-half times the base rate of pay for approved hours worked beyond the regular 40-hour work week.

Signing bonus :

In addition to a competitive compensation package, new, full-time, regular hire Civil Engineers are eligible to receive a $10,000 signing bonus which will be split into two equal payments : 50% at time of hire (i.

e. first paycheck) and the remaining 50% after successful completion of their probationary period.

Our Highly Qualified Candidate has : Knowledge of :

  • All phases of project management including planning, design, permitting, public outreach, construction, and monitoring.
  • Principles, practices and techniques of civil engineering, flood control, and restoration.

Skill in :

  • Delivering successful projects on schedule and on budget.
  • Subject matter expertise in one or more technical areas.
  • Oral and written communication.

Ability to :

  • Organize work, establish priorities, and set goals and objectives.
  • Effectively communicate verbally and in writing sufficient to convey information and give instructions.
  • Independently solve problems.
  • Scope tasks for technical staff and consultants.
  • Provide clear and concise document review comments.
  • Learn computer programs related to the work.
  • Maintain effective working relationships.
  • Have flexibility in assignments to help meet division goals.
  • Work effectively on teams with professionals and others at all levels contacted in the course of the work.
  • Write clearly, concisely and accurately.
  • Effectively engage with the public in a lead or supplementary role with small and large groups to discuss project related information and obtain feedback.
  • Communicate respectfully and professionally with members of the public.
  • Communicate respectfully and professionally with County personnel and consultants.

MINIMUM QUALIFICATIONS

Three years of increasingly responsible professional engineering experience that included functioning in a lead capacity.

Licenses and Certifications :

Registration as a Civil Engineer issued by the California State Board of Registration for Civil and Professional Engineers.

All County of Marin employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109).
