Job Description

PURPOSE AND SCOPE :

The Manager, Purchasing Cards is responsible for overseeing staff involved in implementing specific activities or processes.

This role plays a pivotal role in administering the system-wide Purchasing Card program and is responsible for ensuring compliance with system policies and procedures as well as State / Federal laws.

Manages, oversees, and assumes accountability for activities of the Purchase Card Program including implementation, training, appropriate use of the card, and auditing Purchase Card transactions.

Makes decisions guided by policies, procedures, and business plans.

ESSENTIAL JOB FUNCTIONS :

  • Interviews, hires, evaluates, and manages performance of full-time and part-time employees within the department. Provides timely feedback and coaches team to hit key performance metrics
  • Supervises the daily activities of business or technical support or production teams. Sets priorities for the team to ensure task completion, and coordinates work activities with other supervisors
  • Collaborates with staff to maintain effective communication and accessibility of purchasing card information for all employees.

Develops and facilitates P-Card training programs to ensure compliance. Acts as the subject matter expert for system-wide purchasing card requirements and adherence

Continuously reviews P-Card related policies and procedures manual for accuracy and efficiency. Advises senior leadership regarding strategic initiatives and assists in the development, review, and recommendation of policy;

plays a strong role in evaluating, planning, developing, and implementing administrative best practices

  • Consistently communicates with the card provider company to remedy any issues (card limits, card issues, etc.) to ensure program runs seamlessly
  • Supports audits on selected accounts; facilitates document archiving and retrieves documents requested for financial audits
  • Create business relationships and builds rapport with other community college P-Card / Travel managers on current policies, procedures, and guidelines to ensure LSC is consistent with others in LSC's peer groups
  • Plays a leadership role in working collaboratively on problem resolution and critical tasks with processing-department heads, including Accounting, Accounts Payable, Procurement as well as Vice Presidents of Administration at LSC campuses
  • Assists employees with paperwork completion as needed. Audits all paperwork for accuracy and ensures compliance with policies and procedures
  • Addresses customer inquiries, concerns, and feedback to improve the overall experience, informing leadership of complex issues, suggestions, or requests
  • Ensures exceptional customer service for all faculty, staff, and external customers on matters related to the P-Card and P-Card related travel programs.

Develops and implement P-Card related customer service standards and policies

  • Tracks departmental budget expenditures for yearly planning of purchases
  • Responsible for other reasonable, related duties as assigned

PHYSICAL ABILITES :

The work is sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking; standing;

bending; carrying of light items, such as papers, books, or small parts; or driving an automobile. No special physical demands are required to perform the work.

WORK SCHEDULE AND CONDITIONS :

  • Equipment used includes, PC workstation running on a LAN in a Microsoft Windows environment, calculator, phone, and other general office equipment
  • Interface with internal and external contacts as needed to carry out the functions of the position
  • Work is performed in a climate-controlled office with minimal exposure to safety hazards

REQUIRED QUALIFICATIONS :

Bachelor's degree and at least 5 years of work experience, or an equivalent combination of education and experience

Salary

Hiring salary range is $58,625- $67,419.

Lone Star College provides a hiring salary range for all posted full-time non-faculty positions. Where your salary offer would fall in that range is determined by your related experience and education.
