IT Infrastructure Project Coordinator

H2 Performance Consulting (H2) is seeking an IT Infrastructure Project Coordinator to join our current contract supporting the Marine Corps Forces Reserve (MARFORRES) in New Orleans, LA.

MARFORRES commands and controls assigned forces for the purposes of augmenting and reinforcing the Active Component with trained units and individual Marines as a sustainable and ready operational reserve in order to augment and reinforce active forces for employment across the full spectrum of crisis and global engagement.

The Project Coordinator is responsible the initiating, management, reporting and communications for Marine Information Technology Infrastructure Projects, to include 161 sites.

On average the Project Coordinator will manage an estimated 28-30 IT infrastructure projects per month. This is a full-time position that will perform on client-site in New Orleans, LA, and requires an active secret clearance at time of application.

The IT Infrastructure Project Coordinator responsibilities include :

• Develop and document project plans.
• Estimate effort and duration for all tasks required of a project.
• Establish an overall project timeline with intermediate milestones with associated dates.
• Develop metrics and measures designed to monitor the progress and success of a project.
• Identify responsible parties for the execution of all project tasks.
• Document assigned responsibilities for a project.
• Identify and document all risks associated with a project.
• Communicate all risks and associated impacts of a project to all key stakeholders.
• Coordinate all interrelated activities required of disparate teams and team members.
• Develop mechanism to communicate ongoing progress of a project.
• Monitor ongoing progress of the execution of a project.
• Identify potential obstacles or delays that could adversely affect the progress of a project.
• Identify mitigation tactics to avoid or overcome potential obstacles or delays to project execution.
• Communicate potential obstacles or delays to project execution to Government Lead with recommended mitigation strategies.
• Create and present briefs to senior leadership communicating project status.
• Create and present briefs to Government Lead gaining the necessary decisions to maintain execution momentum.
• Provide remediation when SharePoint & IIS infrastructure is found to be noncompliant with STIG checklist. Apply patches within 14 days of release and update Plan of Action & Milestones (POA&M) items as necessary.
• All MITSC-RES ITIL processes and procedures shall be followed.
• Provide on-call support (i.e. responding to submitted trouble tickets during regular working hours). (Average 60 tickets per year acknowledge within 36 business hours and resolve in 14 business days.)
• Provide design assistance to department site owners who create web content, to include SharePoint design assistance.
• Operate in an agile development environment.
• Remediate all findings prior to the established due dates for outstanding controls listed on the Risk Management Framework (RMF) and STIG Plan of Action & Milestones (POA&M).

POA&M tracking on SharePoint page must be kept up to date. Requests for extensions must be submitted through the Remedy system prior to due date expiring.

• Provide training on SharePoint to end users and site administrators. Training will consist of at least four on site classes at various locations across the country, a virtual classroom environment hosted on the SharePoint including student sandbox.
• Maintain and manage a MFR SharePoint Site Owner certification distance learning course.
• Manage MFR SharePoint Oversight Council conducting quarterly user meetings, webinars, and town hall meetings to discuss and improve user awareness and user experiences.
• Perform all actions required to support the Authority to Operate (ATO) on DoD networks, which includes completing the Risk Management Framework (RMF) package provided by the USMC.

Actions required for subsequent re-approval must be accomplished prior to established due dates (usually every three years).

Provide support for annual approval of the applications in the Department of Defense Information Technology Portfolio Repository-Department of the Navy (DITPR-DON) annual record review.

This requires completing a Privacy Impact Assessment (PIA) and a Clinger- Cohen Act (CCA) Compliance Table that will be provided by the USMC.

Annual approval due date is during the February-March timeframe.

• Perform all actions required to support the Authority to Operate (ATO) on DoD networks, which includes completing the Risk Management Framework (RMF) package provided by the USMC.
• The contractor should understand the RMF process, as it will be the responsibility of the contractor to collect artifacts and input them into MCCAST.
• Actions required for subsequent re-approval must be accomplished prior to established due dates (usually every three years).
• Develop and manage the enterprise approach to permission management in accordance with SharePoint best practices and DOD PII and Cyber security requirements.
• Develop and manage the enterprise approach to SharePoint governance to include naming conventions, metadata tagging, and management of the term store.

Education and Experience Required :

• Bachelor’s degree relative to Information Technology
• Ten (10) years of direct Program / Project Management experience, in include :
• Project Management Methodologies
• IT Infrastructure
• IT Deployment and Operational Methodologies
• Certifications : Current Project Management Professional (PMP), Masters in Project Management (MPM), or Professional in Project Management (PPM) certifications.
• Information Technology Infrastructure Library (ITIL) v3 certification - preferred
• Technical understanding of Network Engineering is preferred
• Facilities knowledge and experience; familiarity with design and build processes is preferred
• Clearance Level Required : A current Secret security clearance
