Job Description

Under general direction, oversees the more difficult and complex aspects of the systems development cycle, including needs analysis, cost-benefit analysis, structured systems analysis and design, feasibility analysis, technology and software assessment, telecommunications needs analysis, project planning and management, system installation, implementation and testing, conversion to production status, technical and procedural documentation, user training, and post-implementation assessment and administration;

may be the primary MIS resource for an organization with a complex and / or core business system.

The Senior IS Business Analyst is the advanced journey level in the Business Analyst series. Positions at this level are distinguished from the journey level Business Analysts by the greater difficulty and complexity of the analytical tasks, and is distinguished from the Principal by the limited supervisory responsibilities or the responsibility for smaller projects.

Positions at this level require highly specialized knowledge, abilities, skills, and experience and often exercise independent judgement in the performance of their duties;

and possess technical or functional expertise beyond that expected at the journey level. The Senior IS Business Analyst must have excellent communication skill to work directly with team members and customers.

As part of a team, this position will collaborate, create, and maintain various forms of documentation and training. Work is judged primarily on overall results with great latitude in determining work methods and assignment requirements.

Employee has greater authority over assignments and decisions required to complete the work than lower level positions.

Examples of Important and Essential Duties :

  • Identify opportunities to improve business processes through automation and assist in preparing proposals to acquire or develop new systems and applications.
  • Analyze data processing needs, research and evaluate software to meet departmental goals, and assist in developing the evaluation criteria for software.
  • Determine operating characteristics and requirements, develop or modify and document the general system design, write detailed design specifications, and conduct walkthroughs for proposed solutions to system problems.
  • Analyze the feasibility of and develop requirements for new systems and enhancements to existing systems or applications, ensuring the system design meets the needs of the users.
  • May install and enhance software; program, test, debug, and install new / modified programs.
  • Provide technical support for computer systems and applications, including consulting on application analysis, troubleshooting system problems, and implementing solutions.
  • Conduct system analysis and programming activities for complex systems, document new and modified systems and programs, coordinate user training on new capabilities, and convert new programming from test to production.
  • Interface with users to determine system needs and requirements, instruct users on newly implemented systems, define system requirements, design and code programs, and review the impact of system modifications on existing systems.
  • Prepare or assist clients in preparing service requests to implement system changes, determine the level of effort and cost required, and prioritize the requests.
  • May provide technical production support for online and batch systems, assist with setting the processing schedule, and update and produce reports.
  • Coordinate with outside vendors and contractors to complete projects and service requests, define their work, assign tasks, and evaluate their performance.
  • May determine the structure of databases, normalize data, perform data conversion between platforms, and design, develop, and generate routine and ad hoc reports in response to user needs.
  • Determine appropriate security levels for systems to ensure data integrity, and test database applications to assure functionality and effectiveness in performing to desired specifications.
  • Performs related duties as required.

Qualifications

Minimum Qualifications

Education :

An associate degree in business administration, public administration, information systems, economics, finance, computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits / units at least sixty (60) semester or ninety (90) quarter credits / units with a minimum of twenty (20) semester or thirty (30) quarter credits / units in one of the fields above or a closely-related field .

Experience :

Three (3) years in the information systems field, including system analysis, business process design, development and implementation of business application solutions or IT project management.

Substitution :

Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years).

One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in one of the fields above or a closely related field.

Completion of the 1010 Information Systems Trainee Program may be substituted for the required degree.

Note(s) :

One-year full-time employment is considered equivalent to 2000 hours (2000 hours of qualifying work experience is based on a 40 hour work week).

Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.

Selection Procedure / Examination Requirements

After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following :

Minimum Qualification Supplemental Questionnaire (MQSQ) :

Candidates will be required to complete a MQSQ as part of the employment application at a later time. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the minimum qualifications for this position.

The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

Supplemental Questionnaire (Weight 100%) :

  • Candidates deemed to meet the minimum qualifications will participate in a supplemental questionnaire evaluation designed to measure their relative knowledge, skills and abilities in job-related areas, which may include, but not be limited to : knowledge of requirements installation procedures, hardware, software and maintenance of systems;
  • electronic data processing methods; Interactive or macro-based applications; functional requirements, structured systems or procedures analysis;
  • personal computer applications development tools; system analysis and design; coding, testing and implementing complex programs;
  • script / procedure languages; common operating systems software and relational database systems; network environments; ability to communicate effectively both verbally and in writing;
  • establish and maintain good working relations with department personnel, staff, vendors, peers, and management; understand and learn a variety of business procedures and processes;
  • use logic and analysis to solve computer and systems problems; translate functional requirements into systems specifications;
  • analyze data and information using established criteria, in order to determine consequences and to identify alternatives;
  • exercise decisiveness and creativity required in situations involving the evaluation of information against judgmental criteria;

prioritize competing requests for service. A passing score must be achieved on the written examination in order to be ranked on the eligible list.

Eligible List / Score Report :

A confidential eligible list of applicant names that have passed the civil service examination process will be created and used for certification purposes only.

An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates.

Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law.

However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved.

The eligible list / score report resulting from this civil service examination process is subject to change after adoption as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be 6 months and may be extended with the approval of the Human Resources Director.
