The Clinical Director for Juvenile and Youth Services (JYS) is a pivotal role responsible for the oversight of all clinical treatment, programming, and youth development interventions within Wayne County's juvenile justice system.

This encompasses therapeutic services, substance abuse programs, recreational activities, and case management services tailored to the needs of youth involved in the system.

The primary duties of the Clinical Director include coordinating and monitoring all clinical and case management services relevant to each youth's individualized treatment plan, whether in out-of-home or in-home placements.

This role ensures a seamless continuum of care, with a strong focus on compliance and active participation in programming and treatment.

The Clinical Director is instrumental in program development, performance improvement initiatives, team development, and educating staff on clinical standards of care.

  • Required Tasks
  • Manages the quality delivery and oversight of the treatment and welfare services of all youth.
  • Leads and drives division focused strategic planning, including program innovation and program development to strive for long term success and growth.
  • Directs and participates in the development, interpretation, evaluation, and recommendations of polices, procedures, rules, regulations and guidelines for effective treatment programs and services.
  • Develops programs and operational policies and procedures for the social development, behavior modification, treatment, and rehabilitation of youth.
  • Advocates and explains community and facility programs and objectives to stakeholders, including the Court system, law enforcement, community stakeholders, and etc.
  • Allocates time focused on operationalizing programs, planning / initiatives for clinical departments across all three divisions.
  • Oversees for performance of divisions' clinical programs and ensures uniformity and accuracy of Quality Assurance Data.
  • Oversees all clinical related programs and activities at all times.
  • Coordinates with Quality Assurance to ensure plans and processes are in place to improve engagement and professional development for all staff, as indicted by performance metrics.
  • Coordinates and communicates with community providers as needed.
  • Monitors and assesses the quality of clinical services providing by the clinical team at JDF.
  • Oversees the achievement of standards of Social Work practice and Code of Ethics.
  • Directs the preparation of reports and correspondence.
  • Oversees collaborative efforts and communication with Community Management Organizations (CMOs).
  • Assists clinical leadership in implementation of new programs.
  • Communicates with clinical leadership of clinical barriers and presenting problems with treatment, including caseload management.
  • Assists clinical team in training and questions regarding clinical treatment and case management.
  • Stays abreast of changes in the mental health field including new treatment strategies and standards of care.
  • Participates in quality improvement and problem-solving activities.
  • Ensures corporate compliance and consistency with all clinical services and procedures to assure quality of services and high standards of professional are.
  • Educational / Experience Requirements
  • Master's Degree in Social Work or related field.
  • At least 5 years of supervisory / management / leadership experience.
  • At least 5 years of full-time experience in Juvenile Justice, Child Welfare, Mental Health, Substance Abuse, or other services provided to youth and families.
  • At least 2 years of clinical supervision experience.
  • At least 2 years of substance abuse treatment with CAADC or development plan.
  • Special Conditions
  • Candidates must obtain MDHHS clearance as well as Child Protective Services Clearance. Candidates that have lived outside of the State of Michigan must provide clearance from that state.
