Job Summary

Reporting to the Director of Research, Evaluation, and Data (RED), the Business Systems and Data Analyst serves as a liaison between Programs teams and the data team, providing operational leadership and support to the RED team.

This position will act as the primary liaison between the Data team and stakeholders (e.g., other AccessMatters teams, external partners).

Therefore, a key skill of the Business Systems and Data Analyst will be the ability to translate technical language for a lay audience and vice versa.

In addition, the Business Systems and Data Analyst will support technical process documentation and review current databases and reports, determine gaps in documentation, and create external-facing materials about data procedures.

The Business Systems and Data Analyst helps to provide guidance, direction, and resource stewardship to the organization, while fostering a culture of accountability, professional development, high-performance, and ethical behavior.

The Business Systems and Data Analyst will interact with AccessMatters’ internal team members and external stakeholders, including consultants, community-based partners, government representatives, and the general community.

The Business Systems and Data Analyst will be expected to participate in all departmental meetings and activities as needed.

This position is full time and exempt.

Essential Functions :

Reporting to the Director of RED, the Business Systems and Data Analyst will :

Support RED Team Operations, Stakeholder Relations, and Goal Attainment to Ensure High Quality Services :

  • In collaboration with the Vice President, Strategic Initiatives, the Director of RED, and the Fiscal Department, manage relevant budgets and contract requirements in areas of deliverables, compliance, expenditures, reconciliation, invoices, contracting, and reporting primarily with technology consultants and vendors.
  • Support the Director of Research, Evaluation, and Data (RED) to provide trauma-informed leadership for assigned programs within the portfolio of services.
  • Assist the Director with the hiring, training, coordination, coaching, and evaluation of staff, and provide supervision and team leadership as assigned.
  • Train staff and partners on relevant program protocols.
  • Build and maintain strong relationships and communications with academic partners, community partners, stakeholders, and potential consulting clients.
  • Prepare, review, and approve program reports to ensure timely and accurate submission.
  • Support in writing local, state, federal, and foundation grant proposals to obtain funding for services.
  • Collaborate with departments across the agency to increase program impact and achieve deliverables.

Manage and Support Agency Efforts in Quality Data Collection, Security, Reporting, and Analysis

  • Provide project management and leadership for select RED team projects.
  • Manage organizational HIPAA compliance for data security, in collaboration with key agency stakeholders.
  • Interpret and implement data needs in service of project workplans including gathering business requirements and functional specifications.
  • Provide data support to external partners including technical assistance around sharing data and data quality.
  • Assist with data quality and accuracy activities in close collaboration with Quality Management Team.
  • Provide data reports for internal and external reporting.
  • Create and present data analyses for meetings with internal and external stakeholders.
  • Contribute to data analysis and annual report writing for various programs.
  • Enter data into data warehouse and support data collection processes in coordination with data team.
  • Develop plans for continuous quality improvement in coordination with team member.

Contribute Specialized Expertise to Develop and Implement Good Data Practices

  • Use advanced knowledge and specialized training to provide technical support to create and implement policies and practices for secure and ethical data collection and sharing
  • Support the agency’s capacity to use emerging technologies to advance research methods and data analyses by identifying and learning new tools to achieve departmental goals.
  • Assist in developing collateral based on research and evaluation projects including presentations, manuscripts, reports, etc.
  • Conduct internal and external trainings as needed on data collection and effective data use.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Superior ability to translate technical language for a lay audience and interpret the needs of non- technical staff and teams for the Data team both in oral and written communication.
  • Technical Writing : Plan, develop, organize, write, and edit documentation for both general and technical audiences; analyze documents to maintain continuity of content and style.
  • Demonstrated knowledge and experience with general data governance, and specifically HIPAA security and privacy guidelines
  • Experience working with Medical and Public Health records and different EMR systems preferred.
  • Demonstrated knowledge and experience with business intelligence (BI) and data visualization tools like PowerBI and Tableau.
  • Demonstrated knowledge and experience writing business requirements, functional specifications, and operationalizing data requirements.
  • Ability to manage business client relations, monitor budgets and expenditures, and follow fiscal procedures.
  • Experience with software and platforms relevant to reporting and database administration, such as SQL, SQL Server Reporting Services (SSRS), SQL Server Integration Services (SSIS), and visual studio a plus.
  • Experience with other relevant programs, including Javascript / jQuery, Python / Django, PostgreSQL, Amazon Web Services (AWS) such as RDS, VPC, EC2, and Security Groups a plus.
  • Experience with and commitment to trauma-informed supervision and leadership.
  • Experience with and commitment to building anti-racist, inclusive, and trauma-informed programs and organizational culture.
  • Superior written and verbal communication skills, coupled with highly developed interpersonal skills and demonstrated ability to counsel others and facilitate meeting and programs in diverse settings.
  • Demonstrated ability to lead and work in project teams, managing multiple projects with multiple deadlines and priorities successfully within a compressed timeframe.
  • Ability to self-manage, independently prioritize, assess and solve problems, negotiate solutions with knowledge of project management tools and technology and ability to create detailed work-related documentation, operations documents and change management plans, while taking direction as needed.
  • Ability to travel for the implementation of program activities and offsite meetings in Southeastern Pennsylvania as well as across the State of Pennsylvania as needed.
  • Occasionally, work outside normal business hours (e.g., scheduled nights and weekends).

EDUCATION AND EXPERIENCE

Bachelor’s Degree in Business, Computer Science or related field. Relevant industry specific experience may be considered in lieu of degree where possible.

Minimum three (3) years of Business Intelligence / Data Warehousing experience, preferably in a healthcare or non-profit environment.

Minimum two (2) years of experience leading teams, projects, or supervising staff.

Minimum of one (1) year of experience in technical writing to create program guides, formal reports, and other authoritative materials.

Experience in public health and / or knowledge of sexual and reproductive health.

Experience working with medical records and medical claims data.

  • Experience with Microsoft Office Applications (Word, Outlook, Excel and PowerPoint).
  • Experience with web-based collaboration platforms and information management systems, portals, and intranets.
  • Eligible for all city and state mandatory clearances, e.g., criminal and child abuse.

ANNUAL SALARY : $77,000.00
