Job Description

Under general direction, you will support various operational bureaus including Urban Forestry and Building and Street Repair, by managing workforce development programs such as pre-apprenticeship and apprenticeship programs, career pathways, community-based organization grant and contract initiatives, and the Pit-Stop public toilet program.

You will be responsible for designing, developing, and employing innovative job pathways for apprenticeship and workforce development programs.

Additionally, you will manage the operational activities of these programs including apprenticeships, internships, and other career pathways.

This involves building partnerships with educational institutions, industry associations, community organizations, and union representatives to develop agreements that enhance productivity and ensure program quality.

Important and Essential Duties :

Your duties as a Workforce Development Manager may include, but are not limited to the following :

  • Developing new programs to address the specific needs of communities by proposing new legislation in collaboration with the department’s government affairs manager.
  • Communicate with the Board of Supervisors, Mayor’s Office, Joint Apprenticeship Training Committee, community groups and other City stakeholders.
  • Directing workforce development staff assignments.
  • Supervising staff and delegate assignments to workforce development teams and provide coaching and training for supervisors and program analysts on best practices.
  • Managing financial funding designated by the Board of Supervisors to complete Public Works projects.
  • Monitoring and evaluating programs to ensure objectives are met, including implementing strategic plan goals and objectives.
  • Reviewing performance reports, maintain close contact with contract-funded agencies and project personnel, analyze data, prepare recommendations to improve the apprentice and workforce development outcomes.
  • Conducting workshops for workforce development participants related to career enhancement, including informational and educational tours.
  • Serving as a subject matter expert on trade apprenticeships and attend union meetings on behalf of the department.
  • Managing multiple trade apprenticeship programs that support the operation bureaus and provide information and documentation to government officials, boards, commissions, the public, and other stakeholders.
  • Developing, designing, and managing Public Works' apprenticeship programs in coordination with apprenticeship and workforce development participants and bureaus across the department, including but not limited to IT and Human Resources, to ensure program success.
  • Managing your team’s role in the recruitment of apprentices by representing Public Works at meetings and events and develop requirements for apprenticeships with external stakeholders.
  • Managing internship programs and partnerships with San Francisco Unified School District (SFUSD) and its non-profit partners to ensure a successful high school fellowship program.

Work with various City departments and the mayor’s employment programs.

  • Acting as a Public Works' liaison to the Department of Human Resources and other government agencies on all matters relating to apprenticeships, internships, and other career pathway programs.
  • Writing reports, assessments, surveys, directives, and other relevant documentation related to personnel, training, equipment, and on-the-job training for apprentices and interns;

maintain accurate records of all apprentice and intern work, personnel actions, and other related issues.

Planning, developing and directing large community and Public Works events, such as job fairs and other career-related outreach opportunities.

Qualifications

Minimum Qualifications :

These minimum qualifications are to be used as a guide for establishing the education, training, experience, special skills and licenses that may be required for employment in the class.

Although these minimum qualifications are typical of the class, additional minimum qualifications and special conditions may apply to a particular position and will be stated in the job announcement.

Education :

Possession of a bachelor's degree from an accredited college or university.

Experience :

Four (4) years of verifiable professional-level experience in project or program management, public administration, logistics, apprenticeships, and / or operations in a non-profit, community-based organization, and / or government agency.

Substitution :

Applicants may substitute additional qualifying experience for the required education on a year-to-year basis, up to a maximum of four (4) years.

One year (2 , 000 hours) of additional qualifying experience will be considered equivalent to 30 semester units / 45 quarter units

CONDITION OF EMPLOYMENT

Valid Driver’s License : Applicants must possess a valid Class C driver’s license with no restrictions that would prohibit them from legally performing the essential functions and duties of the role.

Desirable Qualifications : The stated desirable qualifications may be used to identify candidates advancing to the interview process and / or to identify job finalists at the end of the selection process when referred for hiring.

Supervisory level experience in workforce development, apprenticeship programs, and program management.

SELECTION PROCEDURE / EXAMINATION REQUIREMENTS

After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following :

Minimum Qualification Supplemental Questionnaire (MQSQ)(Weight : Qualifying) :

Candidates will be required to complete an MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position.

The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

Supervisory Test Battery (Weight 100%)

Candidates will be invited to participate in a computer-based examination designed to measure competencies in job-related areas which may include but are not limited to : Problem-Solving;

Leadership; Decision Making; Interpersonal skills; Human Resources Management; Team Building; Communication and Conflict Management.

Please note : This examination is only held in San Francisco. A passing score must be achieved on the Supervisory Test Battery in order to continue in the selection process.

This is a standardized examination, and, therefore, test questions and answers are not available for public inspection or review.

Scores attained on the Supervisory Test Battery will be valid and banked for three years, starting from the date of the examination.

This means that, during this three-year time period, you will not be required to take the Supervisory Test Battery. The Supervisory Test Battery may be used for many other classes;

therefore, your test score may be applied to one or more of these classes if you choose to apply to future recruitments.

If the selection process for the future announcement is held within one year of the date of this examination and it includes the Supervisory Test Battery, your score will be automatically applied to that announcement.

However, after one year, you have the option to either (a) apply your test score to the other announcement or (b) re-take the Supervisory Test Battery.

Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which the Supervisory Test Battery is used.

Please note that, should you re-test, your re-test score would become your official score since it is the most recent.

The Department of Public Works reserves the right to modify the selection process and examination to conform to administrative or operational necessity.

Eligible List / Score Report :

Once you pass the exam, you will be placed on an eligible list and given a score and a rank. The duration of the eligible list will be six (6) months and may be extended with the approval of the Human Resources Director.

Certification :

The certification rule for the eligible list resulting from this exam will be the Rule of the List .

Post-Eligible List :

Candidates will be invited to interview based on test scores and experience that most closely matches the responsibilities of the position determined from a review of the application materials.
