Number of Position(s) : 1 Work Schedule : 6 am- 6 pm Work Day : Monday Friday The Program Manager / Subject Matter Expert (SME) in Disaster Recovery oversees and provides expert guidance on disaster recovery programs and initiatives.
This role involves coordinating large-scale recovery efforts, advising government agencies, organizations, and communities on best practices, and ensuring compliance with federal regulations.
The Program Manager / SME serves as the key leader in formulating disaster recovery strategies, managing resources, and ensuring the effective implementation of recovery projects.
Key Responsibilities : Program Management and Leadership : Lead disaster recovery initiatives, including planning, execution, and monitoring of projects.
Develop comprehensive program plans that outline objectives, deliverables, and timelines for disaster recovery projects.
Manage program resources, including personnel, budgets, and contractors, ensuring efficient use of funds and timely delivery of services.
Ensure disaster recovery programs align with federal guidelines (FEMA, HUD, SBA) and meet community needs. Subject Matter Expertise : Provide expert guidance on disaster recovery best practices, policies, and procedures, ensuring compliance with local, state, and federal regulations.
Serve as a technical expert on areas such as infrastructure rebuilding, housing recovery, economic revitalization, and hazard mitigation.
Advise stakeholders on funding opportunities, including navigating federal grants and assistance programs. Ensure the integration of mitigation strategies to reduce future risks in recovery planning.
Stakeholder Coordination and Engagement : Work closely with federal, state, and local government agencies, private sector partners, non-profit organizations, and community stakeholders to ensure effective collaboration in recovery efforts.
Facilitate communication and collaboration among key stakeholders to align program goals with community needs. Represent the organization in high-level meetings, briefings, and conferences, serving as a liaison between the organization and external partners.
Strategic Planning and Policy Development : Develop and implement strategic plans to guide disaster recovery efforts, including identifying short-term and long-term recovery goals.
Collaborate with policymakers to shape and refine disaster recovery policies and guidelines. Lead assessments and evaluations of existing recovery programs to identify gaps and recommend improvements.
Risk Management and Compliance : Conduct risk assessments to identify potential challenges or issues in disaster recovery efforts and develop mitigation strategies.
Ensure compliance with all federal, state, and local regulations, including managing audits and inspections. Monitor program activities to ensure adherence to disaster recovery policies, financial regulations, and legal standards.
Required Qualifications : Bachelor’s degree in Emergency Management, Public Administration, Engineering, or a related field is required.
Master’s degree preferred. 7+ years of experience in disaster recovery, emergency management, or program management. Proven track record of managing large-scale disaster recovery programs with government agencies, NGOs, or private sector partners.
Strong experience working with FEMA, HUD, SBA, or similar federal disaster recovery programs. In-depth knowledge of disaster recovery processes, policies, and federal regulations.
Exceptional leadership, organizational, and project management skills. Strong financial management skills, including experience with grants and federal funding.
Excellent communication and presentation skills, with the ability to engage and influence stakeholders at all levels. Ability to manage multiple projects and priorities in high-pressure environments.
Strong problem-solving and decision-making skills. Project Management Professional (PMP) certification or similar is preferred.
