The individual in this role will be responsible for the overall management of QuEra’s government contracts. This begins with the contract submission process and follows through with contract negotiations and ultimately managing the contract internally ensuring program success.

The individual will review grant or contract applications for completeness and compliance with laws and regulations, as well as clarifying program regulations and guidelines, including deadlines, procedures and status updates.

The individual will also make recommendations on grant or contract programs and / or service delivery, including the identification of program deficiencies and the negotiation of and recommendations of potential corrective actions.

Responsibilities :

Submit, review, and evaluate grant or contract applications ensuring conformance to established criteria and compliance with provisions of laws and regulations;

monitors ongoing grants and contracts for compliance and legal use of funds.

Confer with awarding agencies, grantees, contractors, and subgrantees on administrative procedures and billing; maintains tracking system of expenditures and balances;

research, collect, and analyze data on projects to identify trends and prepare or adjust reports.

Respond to inquiries regarding grant or contract availability requirements and procedures; notifies grant applicants or contractors of program deadlines, procedures, and status;

provides technical assistance and advises grantees or contractors on interpretation of program regulations and guidelines.

  • Partner with senior leadership, engineers, scientists, finance, and related internal groups to support overall program management, strategy, and execution reviews.
  • Maintain complete contract records, version control, and establish a contract management process.
  • Identify, analyze, and report any risks, and communicate and escalate appropriately.

Qualifications :

  • BS / BA in business related concentrations
  • 5+ years of experience in Government Contracts across multiple agencies (e.g., Department of Defense, Department of Energy, etc.)
  • 5+ years of contract and legal negotiation experience coupled with an ability to understand complex contractual issues, assess risk, and provide concise business-focused legal advice.
