Position Summary & Responsibilities :
Position Summary :
This Acquisition Agent position is located in Topeka, at the Eisenhower State Office Building, and is within the Bureau of Right of Way.
This position exists to secure clear title for highway right of way acquisitions, provide relocation assistance in accordance with the Uniform Relocation Assistance and Real Property Acquisition Act of 1970 and amendments and complete the property management process in a manner consistent with KDOT’s mission and core values.
Job Responsibilities may include but are not limited to the following :
Performs functions necessary to obtain highway right of way (r / w) in accordance with the KDOT Right of Way Acquisition Manual, including examining certificates of title, researching and provide documentation to update ownership and explain discrepancies or deficiencies in the certificates of title, and correcting any discrepancies discovered.
This position maintains contact with the property owners to inspect the property, explain the acquisition process, present the offer letter of Just Compensation and negotiate to reach a settlement, and address questions or concerns.
This position also provides documentation to make recommendations regarding administrative settlements above the approved compensation, coordinates and prepares documentation needed for joint use agreements, and prepares the condemnation package to be sent to Office of Chief Counsel and attends condemnation hearings.
- Monitors and ensures proper disposal of improvements acquired by KDOT, including managing performance bonds and removal requirements for improvements, conducting inspections and auctions of improvements as needed, coordinating the demolition of improvements and monitoring demolition contractors, and notifying appropriate Design Squad and District Office of all improvements that need to be placed on the project construction plans.
- Completes accurate documents for all phases of the acquisition, relocation, and property management r / w process, obtains required signatures, and maintains detailed contact reports with property owners, attorneys, realtors, consultant contractors or others.
- Provides relocation assistance by implementing the Relocation Assistance Program, interprets legal phraseology, maps, plans, real estate transactions, leases, and other relevant documents, assists the relocation client through the program, addresses questions and concerns of relocation clients and maintains contact until process is complete, and provides feedback to other R / W Appraiser positions regarding relocation.
- Obtains values to be placed on subject properties based on sources taken from the immediate area.
- Completes other related duties as assigned by the Section Leader, which may include special projects in relation to responsibilities listed above.

Qualifications :
Minimum Qualifications :
- One year of experience in any of the following : researching real property title, real estate sales or auctioneering, real estate acquisition, real estate property management, real estate appraisal or valuation, real estate finance and / or transaction closing, compliance monitoring, inspection and / or investigation.
- Education may be substituted for experience as determined relevant by the agency. Transcripts are required for education to be considered.
- Valid Driver’s License at time of appointment.
