bachelor’s degree for four years; and J.D. or master’s degree for five years.Duties Description The Equal Opportunity Specialist (EOS) 3 will be assigned to the Division of Criminal Justice Services Office of Human Resources Management and will report to Director of Human Resources Management and oversee the Employment Diversity, Equity, and Inclusion Unit.

Job duties will include, but will not be limited to :

  • Provide oversight for the Employment Diversity, Equity, and Inclusion Unit, including supervision of two EOS 2, SG-23; and an EOS 1, SG-18;
  • Act as Chair of the Agency Diversity, Equity, and Inclusion Advisory Council and oversee the Agency Cultural Awareness Committee;
  • Ensure the consistent application of the Americans with Disabilities Act, the New York State Human Rights Law, and Equal Employment Opportunity in New York State-Rights and Responsibilities Handbook for Employees of New York State Agencies, Procedures for Implementing Reasonable Accommodations for Applicants and Employees with Disabilities and Pregnancy Related Conditions in New York State Agencies, Procedures for Implementing Reasonable Accommodations of Religious Observance and Practice for Applicants and Employees, and Procedures for Implementing Reasonable Accommodation in Program and Services for Individuals with Disabilities;
  • Oversee the implementation of the Agency’s five-year Diversity, Equity, and Inclusion Strategic Plan. Coordinate with Deputy Commissioners, Directors, and Program Managers to plan and implement initiatives and ensure the goals of the Strategic Plan are met.
  • Report to the Commissioner and Executive staff on the progress of the goals;
  • Create new Agency policies, and review and revise current Agency policies to ensure the Agency is in compliance with laws, rules, and regulations in regard to equal employment opportunity and ensure that the Agency is moving towards a more diverse, equitable, and inclusive work environment;
  • Research, develop, and oversee diversity and equal opportunity initiatives for DCJS;
  • Research, develop, procure, and administer training to Agency staff on equal employment opportunity; diversity, equity, and inclusion;
  • and reasonable accommodations subject matter. This may involve curriculum development and delivering training to staff. It may also include budgeting, obtaining Finance and Division of Budget approval where necessary, administering contracts with vendors and procurement;
  • Oversee recruitment outreach to diverse populations for DCJS and hosted agencies, and schedule Unit staff to attend career fairs;
  • Oversee the review and approval of all Agency and hosted agency hires. This requires ensuring that the justification for all new hires is based on non-discriminatory factors;
  • Revise and administer the Agency’s Mentoring Program to ensure that employees from underrepresented groups are engaged, developed, and retained;
  • Provide guidance and assistance to the EOS 2 and EOS 1 in regard to reasonable accommodation requests for DCJS and hosted agencies;
  • Communicate with Agency management regarding facility / business area Americans with Disabilities Act (ADA) compliance and disperse resources or materials to achieve and maintain ADA compliance;
  • Evaluate Unit staff performance; determine training needs; and advise staff regarding performance standards and expectation;
  • Participate in examination planning with the Department of Civil Service and HR staff to ensure that equal opportunity is considered;
  • Ensure that potential legal issues surrounding diversity, equity, and inclusion; ADA and Reasonable Accommodations are identified, and referred to the Office of Legal Services, and / or the Office of Employee Relations Anti-Discrimination Unit as appropriate;
  • Consult with Agency Executives on requests for adaptive equipment for qualified staff with disabilities;
  • Promote an inclusive, respectful, and equitable work environment by assessing organizational culture and barriers to diversity and planning and implementing initiatives to create positive organizational changes conducive to diversity, which includes surveying staff, analysis of data, and overseeing the planning of Agency sponsored or other cultural events.

o Surveying staff includes researching and developing survey questions. This includes very sensitive data and requires understanding of applicable laws and ensuring the utmost confidentiality.

  • The survey response data must be analyzed and reported in a comprehensive and understandable summary manner to the Commissioner;
  • Oversee the planning of Agency cultural events requiring knowledge and sensitivity of different cultures and requires budgeting and obtaining necessary approvals from Finance and the Division of Budget where applicable;
  • Create and analyze reports including a report on the Agency's employment actions with respect to minorities, women, disabled persons, LGBTQ+ individuals, and veterans;

and report out in summary form to Executive staff :

  • Identify the Agency's achievements, deficiencies, proposed solutions to problems and the need for external assistance in regard to diversity, equity, and inclusion matters and report out to Executive staff;
  • Oversee the coordination of the Agency’s participation in the annual Dr. Martin Luther King, Jr. Memorial Observance events, including, coordinating the food drive and book drive, and participating in the career fair; and,
  • Handle other projects as assigned by supervisor or Agency Executive management.Additional Comments Candidates from diverse backgrounds are encouraged to apply.
