Full Salary Range : USD $95,900.00 / Yr. - USD $222,100.00 / Yr.

Although this position is hybrid with the expectation to work onsite at our Westwood (West LA) office, they will also be expected to work at our Downtown LA office location 1 day per week.

Position Summary

Reporting to the Associate Dean of Equity, Diversity, Inclusion and Chief People Officer (CPO), the Director of People Operations will provide strategic and operational leadership for UCLA Extension's People Operations (Human Resources) department to ultimately support organizational transformation and quality improvement efforts as it relates to all human resources activities at UNEX.

In addition, the incumbent will manage and oversee all aspects of employee relations, which includes the interpretation of UC and UCLA Campus policies and procedures, state and federal employment laws, and work closely with Campus Human Resources (CHR) and the Academic Affairs & Personnel Office (AAPO) on disciplinary issues and grievances.

The Director supervises the daily operations of Extension's People Operations department, which includes activities and units covering HR Compliance, Culture, Compensation, Payroll, Benefits, Talent Acquisition, Academic Personnel, and Employee Relations, thus providing a full range of HR services to internal academic units and approximately 300 career FTEs, and 2,500 instructors.

In addition, the incumbent serves as a partner in the bi-annual preparation of Extension's personnel budgets.

The Director will create initiatives that further an inclusive, welcoming work culture that encourages psychological safety and staff wellbeing.

They will be a partner in the creation of HR practices and policies that are people-centered, encourage collaboration, transparency, and innovative approaches to HR.

The Director serves as Extension's primary liaison to campus and systemwide HR offices. The Director is the employee and labor relations specialist for the organization and oversees compliance for four collective bargaining agreements.

The Director coordinates classification and compensation activities and works closely with the Academic Affairs and Personnel Office in matters related to academic personnel review process and performance evaluation process.

Their scope of work will cover, but are not limited to : implementation and compliance with HR staff and academic personnel policy, performance management programs, merit / equity increases and reclassifications, discipline and corrective action, complaint and grievance resolution, People & Culture data trends and analysis, culture & climate initiatives, employee & labor relations, mediation and staff listening space facilitation, management of the Extension People Operations (HR) department, and working in partnership with the CPO and the Director of Equity, Inclusion, and Culture on the biannual climate assessment.

Salary & Compensation

UCLA provides a full pay range. Actual salary offers consider factors, including budget, prior experience, skills, knowledge, abilities, education, licensure and certifications, and other business considerations.

Qualifications

  • 8 years Minimum of progressively responsible professional experience in providing and managing human resources in a large organization as well as demonstrated knowledge of human resources operations and practices, preferably in a public or private higher education and / or academic setting. (Required)
  • Working knowledge of federal law and related state law in areas related to employment such as FMLA, ADA, FLSA, OSHA, and Equal Employment Opportunity. (Required)
  • Demonstrated evidence of experience working as a human resources professional in a collective bargaining environment and working knowledge of federal and state labor law, preferably in a higher education environment;

A commitment to excellence in matters related to talent management and human resources. (Required)

Ability to effectively work in teams; communicate and collaborate across multiple groups with competing priorities; and manage across a matrixed, complex organization with multiple stakeholders;

Effective conflict resolution skills and the ability to navigate sensitive, emotional, or difficult situations with empathy. (Required)

  • Experience with complex classification and compensation systems and demonstrated experience in developing and maintaining job descriptions for all levels of employees within a large organization. (Required)
  • Experience in developing and managing professional and staff development programs and demonstrated ability to develop and deliver a variety of human resources training programs to managers, supervisors and employees.

Ability to advise and counsel employees and supervisors on career development. (Required)

Knowledge and management skills to provide direction and guidance to a fully functioning human resources office. Experience and demonstrated skill in supervision, including hiring, orienting, training, organizing workflow, delegating responsibility, providing direction, monitoring and evaluating performance, and coaching, counseling and disciplining as necessary;

Experience identifying opportunities and taking action to build inclusion and equity into people strategy, culture, and processes.

Experience creating and improving structures, processes, and systems that enable diverse organizations to grow and succeed. (Required)

  • Demonstrated leadership ability, analytical skills, creative and innovative problem-solving skills, management ability, and a strong commitment to service excellence.
  • Ability to work independently, be proactive, flexible, and collaborate as a team leader; Excellent organizational, coaching, and inclusive leadership skills, including ability to lead and support diverse teams;

Outstanding organizational and analytical skills to manage multiple projects and perform efficiently and courteously in a fast-paced environment with a fluctuating workload, conflicting and competing priorities, and frequent distractions and interruptions.

Ability to set priorities, meet deadlines, and follow through on multiple tasks and projects with attention to detail and in a timely manner. (Required)

Excellent written communication skills, specifically writing skills to compose a variety of documents (correspondence, narrative / statistical / analytical reports, policies, procedures, project and grant proposals, job descriptions, and publicity materials) that are logical, concise, and grammatically correct;

Ability to design, generate, present, and discuss clear, concise, and detailed narrative reports. (Required)

Ability to gather and analyze data. Demonstrated skill in writing analytical reports that explain human resources and financial information, policies, procedures, project proposals and timelines, budget requests, etc;

Expert-level experience using people data to inform equitable policy development, decision-making, and program implementation. (Required)

  • Excellent interpersonal skills and demonstrated ability to initiate and maintain cooperative, effective working relationships with academic and staff employees and the public.
  • Ability to interact with others in a direct, cooperative, and tactful manner and with a professional demeanor; Emotionally intelligent and culturally aware communication skills, especially in the following settings : addressing conflict, sensitive employee relations situations, implementing organizational change, influencing decisions, and building trust with the workforce;

Ability to develop and maintain an equitable and inclusive workplace through interactions, decisions, and recommendations. (Required)

Demonstrated proficiency and capabilities with personal computers and software, and the Web. Working knowledge of standard computer office applications such as Microsoft Outlook, Word, Excel, Access, PowerPoint or other productivity software. (Required)

Education, Licenses, Certifications & Personal Affiliations

  • Bachelor's Degree Bachelor's degree in a field related to human resources or an equivalent combination of education / training and work experience. (Required) And
  • Master's Degree Master's degree in a field related to human resources. (Preferred)
