SUMMARY OF JOB FUNCTION
It is the primary function of Director, Human Resources to direct and support the company group’s overall management of human resources.
This position leads various human resources functions, as it relates to corporate business strategies and initiatives including but not limited to payroll and benefit administration, hiring, employment policies and performance management process in order to maintain and improve positive and productive working environment which attracts, retains and motivates performing employees.
Additionally, this position is asked to understand global mobility such as visas, International Social Security Agreement, gross-up, tax equalization, relocation and various arrangements with the affiliate companies.
ESSENTIAL DUTIES & RESPONSIBILITIES
- Oversee Strategic Direction of Human Resources Department
- Develop short-term and long-term goals and objectives of Human Resources Department, integrating the company’s vision and corporate strategies into departmental goals.
- Work with senior management and department managers to understand business strategies and diagnose existing and potential HR-related issues and develop and implement plans to support employees’ skill development and growth.
- Lead HR-related team projects such as development of standard operating procedures (SOP) as they relate to the overall HR functions.
- Continually measure and develop innovative processes and procedures to improve operational efficiency, individual productivity, communication across the organization.
- Oversee and develop the human resources related budgets.
- Direct Human Resources Functions
- Direct various human resources processes including the performance management process, hiring, corporate policies, benefit and payroll administration.
- Manage overall accuracy for payroll processing; approving payroll, reviewing quarterly payroll reporting and other documentation and perform corrective measures for any discrepancy.
- Manage the group health insurance plan and the retirement plan as the plan sponsor and the plan administrator; compliance reports, funding and invoicing, tax filings, audits.
- Review, modify, and enforce employee handbook and various human resources policies, ensuring legal compliance of company policies and procedures, coordinating the integration of U.
S. employment policy with the policy of Japan head office; making recommendations to senior management regarding changes in company policies and procedures related to HR functions.
- Oversee timely and effective implementation of employee performance management process including job descriptions, annual goals, performance evaluation, reviewing performance review ratings via rating calibration process and develop recommendation for compensation adjustment for senior management approval.
- Oversee employee communications, troubleshoot problems in a timely manner and seeking third-party advice as necessary; answering questions from employees.
- Manage the overall talent acquisition process, analyzing key matrix (e.g., time to hire, recruiting cost, turnover), reviewing and approving documents, and collaborating with department managers to identify skills and competencies required.
- Coordinate employee separation or termination process, consulting with Management for risk analysis, conducting exit interview or termination meeting and processing termination paperwork.
- Monitor / collect information of regulatory updates and ensure legal compliance of all personnel matter (e.g., policies, notice, filing) with federal, state or and local legislation.
- Work with Administration Manager on payroll allocation of expatriates to the subsidiaries.
- Supervise Human Resources Personnel
- Review the works for quality, accuracy and conformance with the overall company’s strategies which are completed by other team members, and provide team members with guidance in handling difficult or complex tasks.
- Supervise and monitor human resources personnel work assignments, work schedules, work flow, performance and work standards, accuracy, and productivity.
- Assess employee’s job performance and conformance to quality standards and proper procedures, and initiate trainings to correct errors or problems, conducting performance evaluation.
OTHER RESPONSIBILITIES
- Maintain complete and open lines of communication with other personnel, function, or department to facilitate operations and interaction in the organization.
- Keep supervisor informed of status and progress, ensuring that regular and periodical communication takes place.
- Maintain professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks and keeping abreast of industry trends and related compliance issues within the area of responsibilities.
- Maintain professional conduct, attendance, and high ethical standards in the work place, complying company’s policies and procedures.
- Perform other duties and responsibilities as required or requested by supervisor or management.
