Position Overview
The Coordinator would be used in a Generalist capacity to support all functions and spread the administrative processing.
This will allow more focused time in each functional for CPI, provide project support to HRIS Manager and CHRO to better support PeopleAdmin optimization and Workday / ERP implementation as well as mitigate some succession planning and capacity issues for potential vacancies or temporary leaves to avoid disruption to our service delivery model.
Primary Purpose
Provide human resource generalist and technical support as needed on all classified and non-classified service transactional matters related to compensation, classification, leaves, recruitment and employment related administrative matters in compliance with State and federal law, Personnel Rules, CBA and college policy.
Prepare, submit, monitor and maintain / track related documents and supporting material filed with DOA, State Payroll and college payroll.
Assist the CHRO as needed on labor issues, employee relations and special projects. Perform related duties as needed or assigned.
Essential Duties
- Coordinate general personnel administration and communicate as needed to stakeholders, including implementation of related processes for the recruitment, selection and placement of personnel, the preparation of personnel transaction forms, and the maintenance and update of related records and data.
- Coordinate classified vacancy postings to include creating posting in Applicant Tracking System, disseminating to posting sites, state agencies and unions as needed.
Provide department supervisors with assistance and / or oversite of vacancy / assignment internal bids in compliance with CBA.
- Coordinate hiring of temporary support staff through Knowledge Services or other appropriate vendors in compliance with CBA or other applicable agreements.
- To review, understand and interpret the RI Merit System Act and the RI Personnel Rules and communicate as needed to stakeholders;
to communicate applicable business procedures to departmental personnel, and to rectify personnel problems concerning classification processes, salary status, employee status, layoffs, terminations, suspensions, reinstatements, reemployment, leaves, examinations, and other related personnel activities.
Coordinate Monthly Payroll (MP) requests and processing, including but not limited to, ensuring MP data fields are complete, authorized signatures complete, log and submit to payroll for processing;
participate in efforts to transition to an electronic MP system.
Coordinate employee wage and salary data consistent with contractual obligations and applicable policies, procedures and regulations.
Research and assist to resolve any process conflicts or inconsistencies.
- Assist CHRO in a confidential a capacity with classified service labor relations matters and staffing strategies, proposals or modifications which may result from collective bargaining negotiations.
- Consult with administrators, department supervisors and union representatives concerning general administration and staff issues.
- Oversee and monitor performance evaluations for new employees and to ensure timeliness; collect additional information as needed on deficient performers.
- Coordinate employee on-boarding with new hires and transfers to include background checks, pre-employment physicals, file transfers and related documents;
process as needed with State Personnel and Accounts and Control and other offices as needed.
Collaborate and coordinate as needed with the appropriate HR staff managing and monitoring employee leaves including, medical, family, worker’s compensation leave, leave without pay, etc.
insure timely processing of related documentation.
- Prioritize work to ensure efficiency and that all required deadlines are met. Maintain an office environment conducive and sensitive to the varying needs of employees, College and other agency officials and the general public.
- Support HRIS and data management functions
- May supervise HR Assistant or students’ workers.
- Maintain cordial working relationships with various college departments to ensure the proper processing, delivery and / or receipt of information.
Occasional Duties
- Assist with large scale department activities such as training sessions, award and retiree ceremonies, ad hoc initiatives, etc.
- Perform other duties and responsibilitiesas assigned by the CHRO.
Required Skills, Knowledge, and Abilities
- A working knowledge of general human resource administration principles, practices and techniques.
- Working knowledge of the RI Merit System Act and Personnel Rules and familiarity with related federal and state statutes, regulations and guidelines
- Ability to establish effective working relationships and collaborate with a variety of internal and external customers.
- Ability to respond to employees, state agency personnel, union representatives, general callers, etc., in a polite, sensitive, and competent manner.
- Excellent communication, organizational and strong analytical skills.
- Demonstrated competency in use of contemporary computer software including word processing and spreadsheets, and business practices.
- Working knowledge of PC software for data management.
- Ability to understand and maintain confidentiality of employee data including employment, medical and labor matters.
- Ability to remain calm under pressure.
Required Qualifications
Education & Experience : Associate’s degree in business administration or other related field and four (4) years of relevant personnel experience or a Bachelor’s degree with specialization in public administration, human resources management, psychology, education, or a closely related field, including or supplemented by courses in personnel administration and two (2) years of relevant personnel experience.
Preferred Qualifications
- Experience in recruitment and creation of job descriptions.
- Knowledge of relevant federal and state regulations such as but not limited to ADA, FMLA, FLSA.
- Familiarity with PeopleSoft, PeopleAdmin or other information technology software.
- Experience in a higher education HR office.
- Bilingual
