REPORTS TO : Telecommunications Services Manager

LOCATION : Information Technology Division, Nespelem, WA

Basic Functions : Under general direction, is responsible for planning and designing the telecommunications infrastructure and enterprise network solutions.

Responsible for troubleshooting, installing, implementing and administering telecommunications systems and providing Tier III support.

Responsible for analyzing capacity issues and developing capacity planning models. Responsible for ensuring planned testing activities are executed and for developing telecommunications security guidelines.

Exercises direct supervision over assigned staff.

Qualifications

MINIMUM QUALIFICATIONS :

Education and Training :

  • Requires a High School Diploma, GED with 96 months experience OR
  • Associate's Degree from an accredited college or university in Telecommunications, Computer Science, or Information Technology with 48 months experience OR,
  • Bachelor's Degree from an accredited college or university in Telecommunications, Computer Science, or Information Technology with 12 months experience and,
  • Experience in Telecommunication, Networks, Computer Science, or IT related fields, managing network projects and experience in working with teams, developing work plans.
  • Applicants for this position must pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check and maintain CJIS eligibility.

Due to CJIS requirements related to system access, the following will result in being disqualified for this position : Felony Convictions, Felony Deferred Adjudication, Class A & B Misdemeanor Deferred Adjudication, Class B Misdemeanor Convictions, an Open Arrest for Any Criminal Offense (Felony or Misdemeanor), and Family Violence Conviction.

  • Requires expert knowledge of commercial enterprise-level tools and products to provide core network services including : firewalls, IPS / IDS, DNS, DHCP, web security, email security, VPN, and NAC.
  • Requires expert knowledge of VOIP telephony products.
  • Requires ability to implement and support telephony products including Nortel and ShoreTel Communication Manager and PBX equipment and Key Systems.
  • Requires ability to implement and support PSTN
  • Requires ability to Configure, implement, and troubleshoot a variety of telecommunications hardware and software
  • Requires responsibility for programming to support telephony routers and gateways, auto attendants, ACD, DID, IVR, and other telecommunications services.
  • Requires ability to support and administer enterprise voice mail systems
  • Requires ability to implement and support video teleconferencing solutions including video terminals, gatekeepers and gateways.
  • Requires expert knowledge of enterprise system monitoring and management tools such as SolarWinds Orion Suite, etc.
  • Requires advanced knowledge of Coaxial, fiber, and copper structured cabling for core, aggregation, distribution, and access layer networks.
  • Requires advanced knowledge of network configuration management.
  • Requires knowledge of basic to moderately complex hardware and software products.
  • Requires knowledge of Internet Protocols & Networking understanding
  • Requires knowledge of computer systems scheduling and report distribution.
  • Requires skill in problem solving / troubleshooting.

  • Requires expert knowledge of requirements analysis and project management techniques
  • Requires skills in technical documentation creation including but not limited to SLA's, SOP's, and project plans.
  • Requires skills in the use of computers, MS office 2003 / 2007 / 2010, and associated software within the MS-Windows 7 and XP environment.
  • Requires knowledge of current organizational hardware and software capabilities.
  • Requires ability to learn and apply all Tribal and Division processes, policies and procedures.
  • Requires ability to use mobile and / or PC technology, computer operating systems, network printer configuration and mobile device configuration in Windows and Mac.
  • Requires ability to establish and maintain effective working relationships with Tribal staff and the general public.
  • Requires ability to communicate clearly and effectively, both verbally and in writing, type 40 wpm and pass a standardized grammar test
