Position Summary : IT Project Manager
IT Project Manager
This is a hybrid position involving procurement and project management. This position reports to the Deputy Director that oversees Information Technology products and services.
The Project Manager is responsible for overall IT business processes, both within the Office of Procurement and Contracts and State agencies.
This strategic position is responsible for process optimization initiatives focused on improved enterprise procurement methods
This position will provide project coordination, management, and oversight, create a strategy and roadmap for business and IT.
The employee will be assigned the following Project Management and Procurement Officer duties and responsibilities :
Serve as an information technology project manager for one or more programs or projects for OPC and State agencies. Provide leadership, direction, and technical assistance to project functional team(s).
The Project Manager provides technical assistance to ensure that tasks and activities are coordinated to integrate and are in congruence with the project plans and schedules.
Manage and oversee small, medium and long rage or multiple projects per project management methodologies.
- Responsible to handle the project management processes to assist IT Procurement Officers, vendor support, scheduling, and interdepartmental process improvement.
- Conduct business analyses. Collect and analyze business requirements bid events in coordination with the Deputy Director, IT Procurement Officer, and agency.
- Document the projects by preparing functional specification documents and user interface guides. Serve as interface between the agency and OPC.
- Provide feedback to the Deputy Director and to the agency contact on project performance for the duration of the project through the review of the project status and deliverables.
The employee is expected to report on a regular basis the status of all projects assigned.
Meet with vendors to schedule demonstration meetings, receive agency feedback, and ensure proper procedures are followed.
Upon completion of the demonstration meetings. Provide technical assistance and reviews to the Procurement Officers and management.
Additional duties and responsibilities of the position include the following :
- Completes specialized contract administration work and managerial responsibilities along with planning, organizing, and directing, or directing an agencies' purchasing and contracting.
- Development of system functionality, participation in system projects and priorities. Review and evaluation of technological solutions, procedures, and policies to successfully transform business processes, workflow and system operations to achieve optimal efficiency to end users.
- Analyze and Identify business processes while collaborating with agencies and other stakeholders on Procurement process improvements Support processes, standards, and operational plans in support of procurement and contracts.
- Perform data mining from Peoplesoft and other data to improve existing reporting while establishing new metrics in line with Department of Administration goals.
Host, attend and have participation in group meetings, teleconferences and / or training required including.
Minimum Qualifications :
Two years of experience in IT project management and / or business analyst functions. Experience with procurement, such as preparing order specifications, estimates, bids, contracts and awarding contracts is preferred.
Education may be substituted for experience as determined relevant by the agency.
