BART is seeking an experienced Assistant Resident Engineer to assist with Construction Management, Scheduling and Procurement for projects in the Train Control and Communications program.
The scope of this work is support BART Project Managers and coordinate with outside stakeholders to effectively execute construction and related field activities within the project scope.
Candidates are anticipated to be RWP trained, or able to achieve RWP certification.
Responsibilities
The responsibilities will focus on the PM and PGM support for planning, reporting, scheduling, and projects budget forecasting.
The consultant will perform the following duties and responsibilities :
1. Assist with coordinating internal resources and third parties / contractors for the execution of projects
2. Assist with developing project scopes and objectives, involving all relevant stakeholders and ensuring technical feasibility
3. Coordinate resource availability and allocation
4. Assist with development of a detailed project plan to track progress
5. Use appropriate verification techniques to manage changes in project scope, schedule and costs
6. Measure project performance using appropriate systems, tools and techniques
7. Report and escalate to management, as needed, any issues that may impact cost or the progress of work
8. Perform risk management to minimize project risks
9. Establish and maintain relationships with third parties / vendors
10. Assist with creating and maintaining comprehensive project documentation
11. Assist with construction management activities by participating in and conducting planning, preconstruction, coordination, progress, scheduling, and field staff meetings.
12. Assist with procurements including coordinating with suppliers, receiving quotes, creating engineer’s estimate and other procurements documents.
13. Ensure all operations, measurements, and inspections are scheduled, ordered, and satisfactorily completed and documented.
14. Monitor and coordinate safety and quality control on projects by ensuring project is constructed in accordance with applicable safety regulations, reporting safety, traffic hazards and defective work to the contractor for correction, and preparing and issuing appropriate reports for compliance documentation.

Qualifications & Skills :
1) RWP Trained, or able to achieve RWP training (training hours will not paid under this Agreement)
2) Familiarity with BART’s RE manual, preferred but not required
3) Proficiency in MS Office (Outlook, Excel, Word, Powerpoint) and Adobe Acrobat / Bluebeam
4) Excellent interpersonal skills, working with others in team setting and communicating directly with the manager and other staff
5) Ability to physically perform site visits, including walking along uneven surfaces during all weather conditions.
6) Ability to work 10pm to 6am shift, weekends, and / or holidays as needed and requested by BART
