Minimum Qualifications MINIMUM QUALIFICATIONS :
Reassignment : Candidates must have one year of permanent competitive or 55b / c service as an Education Finance Specialist 2.
Eligible List Appointment : Candidates must be reachable on the Civil Service eligible list for Education Finance Specialist 2.

Section 70.1 Transfer : Candidates must have one year of permanent competitive or 55b / c service as an Associate Accountant, Associate Accountant (State Accounts & Systems), Auditor 2, Internal Auditor 2, Contract Management Specialist 2, Management Specialist 2, or Program Research Specialist 3 (Economics Finance).
Section 52.6 Transfer : Candidates must have one year of permanent competitive or 55b / c service in a title allocated SG-21 or higher eligible to transfer under Section 52.6 of the Civil Service Law.
Provisional Appointment : In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered.
For provisional appointment, candidates must be a current New York State Department of Education employee and have one year of permanent competitive or 55b / c service as an Education Finance Specialist 1, Senior Accountant or Senior Budgeting Analyst.
Provisional candidates must take the examination for Education Finance Specialist 2 when it is next offered and must be reachable on the resulting eligible list to maintain employment.
Duties Description The New York State Education Department’s (NYSED) Office of the Chief Financial Officer is seeking candidates for an Education Finance Specialist 2 position in the Fiscal Analysis and Research Unit (FARU).
Duties of this position include, but are not limited to, the following :
- Work in a team-based environment to model school aid projections;
- Modeling and analyzing school aid proposals and formulas relative to the financing of education;
- Maintain and operate the model, projecting aid for the Division of Budget and Legislature. Respond to modeling requests from these and other entities;
- Analyze school district trends in revenues, expenditures, student counts and wealth measures;
- Research, provide analysis, and assist in the production of publications regarding issues in school finance;
- Check data tables for accuracy and perform validation and quality checks on fiscal data to resolve problems;
- Review quarterly databases to serve as the basis for aid projections be released to the Division of Budget and Legislature;
- Provide technical assistance to school districts for ESSA / SLFS Financial Transparency Report submissions;
- Assist in the review of Financial Transparency Report submissions;
- Collaborate with other units to support implementation of aid calculations, for database quality and validity checking, maintenance and rollover of database, mainframe model, and other data collection forms; and
- Supervise and train Education Finance Specialist 1 staff.
