Position Purpose :
Under limited supervision, performs complex technical work related to Geographic Information Systems (GIS), designing and developing GIS applications;
and performs related duties as assigned.
Essential Functions
Analyzes, develops, implements, and maintains processes for enhancing the utilization of GIS technologies to support various functional needs and to support GIS program initiatives and activities of the organization;
researches and plans future implementation of GIS applications to support organizational needs.
- Meets with customers to understand and document business information needs; reviews initial project scope to determine the required design effort and makes recommendations on appropriate personnel assignment, schedules, and deadlines.
- Plans and sequences processing steps for creating database applications and displays used in making and supporting operational and planning decisions.
- Utilizes GIS software and techniques to perform specialized spatial analysis to produce data layers, maps, tables and reports;
- performs complex computer processing functions such as analytical modeling, three dimensional renderings, and plot creation to create visual representations of data base contents;
designs and operates both complex and simple analytical GIS processes such as slope analysis and land use densities.
- Prepares technical documentation, reports, summaries, and memoranda using GIS applications; maintains records, builds data files, and produces map and analysis products.
- Serves as department liaison / point of contact for GIS related issues; solves issues related to software updates, printers, equipment, and acquisition of data, data projection, and other GIS production issues.
- Coordinates the work assignments of analysts; trains and assigns work of interns; assists in the training of staff and users in the use of GIS.
- Other duties may include installing and supporting commercial off the shelf software and associated GIS data integrations;
and troubleshooting and correcting software errors and data integrity issues including ensuring that servers are operational, appropriately patched, and software services are accessible.
Minimum Qualifications :
- A Bachelor's Degree from an accredited college or university in GIS / Geography, Planning, Engineering, Computer Science, or a related field
- Three (3) years of professional level experience in developing and implementing automated GIS geographic information systems
- Note : An equivalent combination of related training and experience may be considered
- Must possess and maintain a valid Nevada or border state driver’s license, as defined by NRS 483
- Must pass a nationwide fingerprint-based record check, and a wants / warrants check.
- Must complete Security Awareness and National Crime Information Center (NCIC) / Nevada Criminal Justice Information System (NCJIS) certification within six months of hire / transfer and be recertified every two years.
Must maintain certifications in NCIC / NCJIS as a condition of continued employment.
Knowledge, Skills, And Abilities
Thorough knowledge of the terminology, symbols, methods, techniques, and instruments used in GIS applications and mapping;
digitizing and data entry procedures and required programming languages; principles and practice of planning and municipal operation, cartographic composition, graphic simulation, computer aided design, systems development, geographic information, and support of commercial software.
Good knowledge of departmental principles and practices; the rules, regulations, operating policies, practices, and procedures of the City of Henderson;
applicable local, state, and federal laws, codes, and regulations; and supervisory principles and practices.
- Ability to communicate clearly and effectively orally and in writing; understand and follow oral and written instructions;
- function effectively in a team setting; plan work assignments; work independently and organize and prioritize work; make decisions and recommendations;
