OVERVIEW OF THE CHIEF INFORMATION OFFICER :

The Chief Information Officer (CIO) position has overall accountability for the vision and leadership of the Enterprise Technology Solutions (ETS) Division within the Department of Enterprise Services.

The CIO will have authority over all DES-IT resources and will be responsible for delivery of quality IT services that support the business needs of DES business programs and customers.

The position will utilize both credibility and talent to develop and lead DES’ technology vision and mission.

The CIO leads ETS in the strategy, planning, implementation, and integration of all information systems and manages key relationships with business partners and internal stakeholders.

This position is responsible for ensuring IT strategies and processes support the agency’s goals and are sustainable for DES Business programs.

The CIO balances the need for strategic leadership with the execution and ongoing delivery of focused IT services.

The CIO will serve on the DES Executive Team. Responsibilities include the following :

  • Managing staff performing various IT activities and functions.
  • Working with staff and state executives, managers, and other organizational leaders to develop and lead agency projects, technology priorities, moving towards modern Information Technology while creating strong partnerships with business programs.
  • Providing leadership, direction, and program guidance.
  • Working with IT Staff and business partners to reduce overall technical risks in the agency.
  • Responsible for the prioritization of all IT projects in collaboration with IT staff and business partners
  • Provides leadership and guidance to develop an effective operating model which addresses technical debt and allows for dynamic allocation of resources.
  • Working with state executives and other organizational leaders to promote and support a high functioning environment.

ESSENTIAL RESPONSIBILITIES OF THE CHIEF INFORMATION OFFICER :

Sets and manages division priorities, programs, and develops a business plan that best utilizes the staff and positions allocated to the division.

Develops a workforce plan to project and anticipate the resources needed to complete the goals of the division. Develops a funding model to support the delivery of training and recruitment services and manages the division budget.

  • Provides consultation to business partners, supports agency IT needs.
  • Sets objectives and strategies for DES IT needs to align with DES vision and mission and compliment WA State strategic goals.
  • Create sustainable effective and healthy IT solutions and systems as well as maintain and create a healthy sustainable authentic culture within ETS
  • Selects and implements suitable technology to streamline all internal operations and help optimize strategic benefits.
  • Gives clear concise directions to ETS Managers and staff, empowers staff to make decisions and gives support to back them up.
  • Supports / plans the implementation of new systems and provides guidance to staff within DES.
  • Ultimately responsible for all agency IT operations, applications and systems which include responding to critical business need and giving full support to operations staff.
  • Analyze the costs, benefits, and risks of information technology to advise management.
  • This position will lead the Enterprise Technology Solutions Team and will represent ETS priorities within DES on both the leadership and executive team.
  • Represents the division when working with external client agencies, businesses, education partners, and the executive and legislative branches.
  • Collaborates and implements innovative technology solutions to streamline the business processes and improve sustainability and ease of use for division, internal and external customers.
  • Plans, leads, organizes, and directs ETS work performed by the organization.
  • Assures appropriate and optimal use of the organization's resources and enhances the effectiveness of employees through timely appraisal and professional development opportunities.
  • Supports effective communications throughout the organization
  • Maintains the highest standards of personal / professional and ethical conduct and supports the state’s goal for a diverse workforce.
  • Facilitates and maintains effective communications within the division and agency.

Financial Dimensions

  • Has a biennial operating budget of $3.4 million. The CIO is responsible for managing this budget within the budget management expectations set by the DES Executive Team.
  • This position has the responsibility to estimate the financial costs of all IT projects to include both DES projects and Enterprise projects.
  • Responsible to provide OCIO with IT assessments on all IT projects over 500kor duration longer than 6 months.
  • Decisions made may also include major fiscal decisions, divisional strategic direction, and priorities (ensuring alignment with agency and enterprise directions and priorities) and other business operation decisions impacting the division.
  • Decisions made have the potential to significantly impact and / or influence financial decisions and capabilities across the agency.

Analysis and recommendations on how technology investments can help reduce the operating costs and improve service delivery throughout the agency is a critical function of this role.

REQUIRED EDUCATION AND EXPERIENCE OF THE CHIEF INFORMATION OFFICER :

Any combination of qualifying experience OR qualifying education totaling 15 years. Some possible combinations : Fifteen (15) years of qualifying experience Eleven (11) years of qualifying experience and a bachelor’s degree in a qualifying area Thirteen (13) years of qualifying experience and an associate degree in information systems or related technical discipline.

Thirteen (13) years of qualifying experience and two (2) years of vocational training in a technical field.

  • Proven experience and demonstrated capability in leading an Information Technology or similar team to deliver innovative and agile IT solutions while building and maintaining productive relationships.

REQUIRED SKILLS, KNOWLEDGE, AND ABILITIES OF THE CHIEF INFORMATION OFFICER :

  • Experience with state government and its accounting and budget processes.
  • Experience working with upper-level IT staff to develop and implement agency strategic goals.
  • Certification or hands-on knowledge in one or more of the following Agile, Product Management, ITIL, ITSM.
  • Experience working with executives and senior-level policy makers is desirable. Incumbent must be able to see the big picture and impact, as well as the pragmatic business application issues.
  • Review legislation : Experience analyzing proposed legislation, regulations, or rule changes to determine how an organization's services could be impacted.
  • Political process : Experience with the political / legislative process. This experience may include researching and providing information as testimony before a legislative or other government committee.
  • Experience in mediation and other forms of dispute resolution.
  • Experience Developing IT & Technology strategies and roadmaps, while ensuring its ability to be implemented.
  • Create and / or maintain a space that is inclusive and safe for everyone who interacts with and within our agency. Leaders recognize that oppression and inequities such as racism, sexism, classism, etc.
