Job Description

Leidos' Health and Civil Sector is seeking a dynamic, mission-centric hands-on PM / Scrum Master to support a federal agency's large, mission-critical enterprise PMO, Service Desk, Deskside Services and Hybrid Cloud Infrastructure environment.

As a Project Manager / Scrum Master, you will be responsible for leading customer project activities. The PM will have broad IT experience and deep understanding of IT management and engineering management processes, business acumen, project management, and advise on organization-wide system improvements and optimization.

The successful candidate should be collaborative, analytical thinker with strong problem-solving and program management skills to deliver the best solutions in support of the customer's mission.

The candidate must possess strong communications skills and the demonstrated ability to convey technical concepts to non-technical audiences.

Primary Responsibilities

  • The PM / Scrum Master leads all technical tasks during program startup and implementation, including establishing the engineering team for contract execution.
  • Serve as Subject Matter Expert (SME) on Agile development methods and processes.
  • Apply lean thinking to team specific issues to bring a holistic, system approach to maturing a team.
  • Act as a change agent to enable individuals, teams, and organizations to accelerate change and improve the value that they deliver.
  • Conduct ongoing evaluations to ensure the effectiveness of Agile programs and recommend complex and / or highly comprehensive training modifications as necessary.
  • Expert in visualizing flow of work, controlling Work in Progress (WIP), managing queue sizes and batch optimization of work.
  • Coach teams and leaders on the cultural transformation and mindset change required to transform their existing development practices to follow agile methodologies.
  • Assist Scrum and Kanban teams to improve delivery performance through coaching and mentoring on team roles, tools, processes and ceremonies.
  • Conduct classroom / workshop training for professional levels through management on Agile frameworks, competencies, and methodologies.
  • Proactively collaborate and communicate with internal / external stakeholders at all levels of organizations to address Agile knowledge gaps to support Agile effectiveness.
  • Former experience as Scrum Master or Product Owner, master of Servant Leadership.
  • Strong computer software skills and the ability to quickly adapt to new software / enterprise tools.
  • ITIL Foundations certification (or ability to obtain 3 months after start date).
  • Mentor and coach other technical staff. Works with customer and program office to achieve success.

Basic Qualifications

  • Active Public Trust Clearance or Ability to obtain a Public Trust Clearance
  • Have a minimum of 8 years of experience managing large-scale projects / program(s).
  • Serve as the contact for the Government COR. Manage staff in the performance of the required work, assign tasks and deadlines.
  • Have experience and knowledge with Federal Government purchasing, travel, property and time and attendance and be capable of directing contract staff in performance of these tasks without the direction of Government staff.
  • Strong analytical and problem-solving skills, with the ability to work independently as well as collaboratively in a team environment.
  • Plan, coordinate, and manage small, medium, and large-scale projects and programs
  • Integrate all functions and activities necessary to ensure the project / program meets client / customer requirements
  • Provide strong, proactive, and assertive leadership while engaging multi-discipline teams and responding to business needs
  • Make decisions at the project team-level and properly escalate issues that cannot be resolved timely
  • Create project management plans, set expectations, and ensure plans are driven by organizational procedures
  • Ensure requirements are gathered, documented, reviewed, and approved per organizational / program standards
  • Ensure projects are delivered on-time, within budget, and remain in scope; monitor and track project dependencies
  • Create a work breakdown structure defining all activities required for project deliverables
  • Manage project budget - maintain financial plan, track actuals vs. plan, provide monthly forecasts, report monthly accruals
  • Ability to work well under pressure and be flexible at juggling competing priorities. Must be resourceful and independent problem solvers.
  • Experience with standard system engineering lifecycle concepts, architectural frameworks, and artifacts to produce working solutions.
  • at least 2 years of experience working in an agile role and environment
  • Agile certifications Scrum Master (CSM, ACSM, CSP-SM)

Preferred Qualifications / Skills

  • ITIL certification (or ability to obtain within 3 months)
  • Experience within Federal Government, such as DHS, FDA, NIH, or HHS is highly preferred.
  • 8 or more years of technology experience; or a bachelor's degree from an accredited college and 6 or more years of technology engineering experience.

Additional years of experience will be considered in lieu of degree

  • Certifications in Product Owner (CSPO, ACSPO, CSP-PO), Developer (CSD, CSD-P, ACSD); ACS-CF, CAL1, CAS-S1
  • Certifications and Experience with CMMI level certifications
  • Agile coach experience

Pay Range : Pay Range $87,100.00 - $157,450.00
