Team Overview

The Regulatory Solutions (Reg Sols) team plays a vital role for BlackRock, responsible for crafting, implementing, and leading some or all aspects of the operating model for many of the largest and most sophisticated regulatory obligations impacting BlackRock and its clients.

The team partners with many internal teams, alongside Legal & Compliance, to represent BlackRock in both industry and regulator engagements.

Working in Regulatory Solutions requires strong problem-solving skills and provides you with opportunities and challenges to demonstrate this.

It also requires excellent communication skills to deliver key messages across all levels of the firm.

This role is in the Reg Solutions Integration Group in the United States, focused on delivering regulatory change within Reg Solutions and more broadly across BlackRock's Technology & Operations teams.

This is not a traditional generic project management role where you are responsible only for project coordination / facilitation.

We are looking for world-class problem solvers who thrive in understanding the details and are heavily involved in the design and implementation of scalable solutions that typically integrate process and technology for regulatory change.

The role also includes partnering with colleagues to establish and run appropriate project governance frameworks, communication with ExCo level partners, as well as risk evaluation and escalation where required.

Key Responsibilities

  • Program management of new and change initiatives, including governance and risk management
  • Develop project objectives with measurable goals, roadmaps and execution plans
  • Drive discovery and documentation of relevant business requirements
  • Quickly learn relevant content and contribute to current state analysis and future state design
  • Partner across functions to agree and implement end to end target operating models
  • Simplify complex topics and identify areas for improvement in business processes and technology tools
  • Run the design and implementation of enterprise level technology solutions on the Reg Tech platform
  • Ensure solutions are fully tested, able to raise and help resolve issues that come up
  • Re-underwrite and onboard regulations which are new to Reg Ops and design, test and implement scalable and robust solutions within the team
  • Help manage communication to stakeholders and management

Skills

  • 7-10 years of experience in financial services or a related industry, including experience engaging with leadership executives and successfully driving and delivering complex and impactful strategic change programs
  • Project management, including abilities to : facilitate compromise between conflicting requirements / points of view; drive resolution on key issues and consensus on key decisions;

and operate at different levels, knowing when to dive into the detail

  • Ability to handle workloads and work to regulatory timelines
  • Experience in business process analysis, design, and implementation
  • Good understanding of data, technology and operational controls
  • Technical proficiency, understanding technology in a business context
  • Strong communication skills : ability to clearly articulate objectives and influence outcomes
  • Attention to detail
  • Ambitious and proactive : able to show initiative and come up with ideas without prompting
  • Demonstrated sense of curiosity and the courage to ask tough questions
  • Ability to manage multiple complex projects at the same time

Preferred Knowledge / Experience

  • Experience of working in the financial services industry across a wide range of products
  • Experience of leading sophisticated change programs requiring strong governance, executive level communications and risk management
  • Ideally experience of regulatory change impacting financial services, such as Americas - Form ADV, Form PF, OFR-NCCBR, Sec Lending or EU - SFTR
