The Department
The Parks and Recreation Department oversees Parks, Programs, REACH, Senior Services, Contract Classes, Media and Communications, Special Events, Transportation, and the Pico Rivera Golf Course.
The amenities provided by the Parks and Recreation Department are enjoyed by thousands of people every year. The amenities include 100 acres of parks and open spaces, swimming pool, athletic fields, walking paths, Senior Center, and batting cages.
The Position
This position will assist the recreation supervisor and management staff with the day-to-day operation of the City's special events division, the senior center and / or the Veterans Resource Center in addition to recreation programs and facility reservations, including administrative and supervisory duties.
City Hall is open Monday through Thursday 7 : 00 AM - 5 : 30 PM. The schedule for this position will be any combination of days between Monday through Sunday, beginning at 7 : 00 AM - 10 : 00 PM (schedule may change based on the needs of the department).
This position may also be required to work non-traditional shift / hours including Friday through Sunday, nights, early mornings, holidays, special events and various evening and weekend dates.
Essential Duties
The ideal candidate will have the ability to perform the following essential tasks and duties :
- Lead assigned hourly recreation staff, contract instructors, and volunteers.
- Plan, lead and supervise programs, activities, and the use of City facilities.
- Oversee and coordinate facility reservations.
- Develop layout plot plans based on facility reservation needs.
- Schedule staff for facility reservations.
- Submit Facility Usage Report after each rental.
- Assist with gazebo rentals.
- Assist with contract classes and contract instructors.
- Ensure safe and orderly environment for program staff and patrons during program operation.
- Establish, maintain, and foster positive and harmonious working relationships with peers, the public and participant parents.
- Work with community organizations.
- Respond to parents and general public with concerns about programs and services.
- Assist senior staff with written reports, press releases, and special projects.
- Interpret, explain and enforce departmental policies, enforce safety rules, and provide quality customer service.
- Assist with Community Sports Organizations (CSO) including the scheduling and overseeing of field reservations for these groups.
- Perform related duties as assigned.
Qualifications
Additionally, candidates :
- Must be at least 18 years of age.
- Must be available to work varied shifts; including evenings, early mornings, weekends, holidays, and special events.
- Must be able to lift up to 50 lbs.
- Must be able to understand community values, traditions, hierarchy structures, and roles.
- Must be able to use communication as a management tool supporting the department's mission and strategic plan.
- Must be able to motivate assigned staff to become leaders and agents of change.
- Must be proficient in use of registration software. Knowledge of MyRec software and Microsoft Office is highly desired .
- Must display a commitment to the recreation profession.
- Must be flexible to assist in all department program areas.
- Ability to speak Spanish is desired.
Experience and Education :
- Applicants must submit a copy of their high school diploma or G.E.D. equivalent with application materials. Two (2) years college course work in recreation or a related field is desired.
- Minimum of three (3) years of recreation experience and working with the public.
PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS :
The position requires sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping, and making repetitive hand movement in the performance of daily duties.
The position also requires both near and far vision when inspecting work and operating assigned equipment. The need to lift, carry, and push tools, equipment, and supplies weighing 50 pounds or more is also required.
Acute hearing is also required in providing customer service to public and / or assistance in facility, classroom, or outdoors.
Will also be working in outdoor area and may be exposed to loud noises and extreme weather conditions.
Licenses and Certifications
- Must possess and maintain a valid California Class C Driver's License throughout the course of employment. City employees are registered with the Department of Motor Vehicles, Employee Pull Notice Program.
- Proof of car insurance (to be eligible for mileage reimbursement).
- At time of hire, candidates must possess and maintain certification in Infant / Child / Adult CPR, Automatic External Defibrillator (AED) and Community First Aid and Safety from a nationally accredited organization, such as the American Heart Association (AHA), the American Red Cross (ARC) and the Health and Safety Institute (HSI).
Online certifications will be accepted; skills test / hands-on training must be completed after online portion).
A Veteran's Credit of 10 points may be applied once a candidate has qualified for the eligibility list. Applicants must submit proof of service / honorable discharge in accordance with the City of Pico Rivera's Rules and Regulations along with application materials prior to the filing date.
Proof must be submitted with the application materials to be eligible for veteran's credit. Veterans who wish to utilize this credit must have served on a full-time basis (not reserve or auxiliary) in the armed forces for a minimum of six months (180 days).
TESTING :
Candidates who pass all qualifying phases (minimum qualification review, written and / or oral examination) will advance to the hiring department who will have access to a pool of candidates to initiate the selection process.

Part-Time Represented - This classification is represented by Service Employees International Union, Local (SEIU) 721. (Membership optional)
Holidays - The City agrees to designate up to 6 paid holidays for represented part-time hourly workers with some exceptions, per memorandum of understanding.
Sick Leave - 40 hours under the California Paid Sick Leave Law for employees working for at least 30 days within a year and satisfying a 90-day employment period.
Leave Time - Entitled to accrue leave time beginning on first day of work.
Retirement - Hourly employees will be enrolled in the Nationwide 401(a) Plan. The City matches the employees' contribution of 3.
75%. CalPERS members will be enrolled as a CalPERS member under the State of California Public Employees' Retirement System (CalPERS) at the 2% at 60 formula for current CalPERS members and 2% at 62 for new CalPERS Public Employees' Pension Reform Act (PEPRA) members, as defined by AB340.
Effective July 1, 2023, PEPRA members pay 7.5% of the employees' portion to CalPERS. Current CalPERS members (Tier II) pay 7% of employee's portion to CalPERS.
PERS determines whether an employee is a Classic or New PERS member.
